Pre-Solicitation Notice: Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract for, Renovate 2D-200/300 MH Restrooms, Project No. 549-22-227, Dallas VAMC, 4500 Lancaster Rd, Dallas, Texas 75216. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of October 5, 2023. and a projected bid due date of November 4, 2023. 36C25724B0011 Project consists of; but is not limited to; Contractor shall provide all necessary labor, materials, equipment, tooling, transportation, and supervision necessary to perform all requirements of the resulting contract. This project includes but is not limited to; Site investigation, civil work, existing conditions, layout planning, phasing plan implementation, plumbing, electrical, mechanical, and construction work to demolish and rebuild patient bathrooms, patient bedroom door, windows, and storefront, and the HVAC system as specified per the Scope of Work, Specifications and Drawings, for patient ward 2D200/300, building 2 at the Dallas VA Healthcare System, located at 4500 S. Lancaster Rd, Dallas, TX 75216. Project duration shall be 300 calendar days from issuance of the Notice to Proceed (NTP). This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) as stated below. The North American Industry Classification Code (NAISC) used for this requirement is 236220, Commercial and Institutional Building Construction, with a standard size of $45 Mil. The magnitude of the construction estimated cost range: Between $2,000,000 and $5,000,000 A site visit will be scheduled prior to the closing of solicitation, the date, time, and location will be posted in the solicitation. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
