THIS IS A PRESOLICIATION NOTICE An Invitation for Bids will be POSTED ON OR ABOUT 10/18/2023. The South Texas Veterans Health Care System (STVHCS) currently has a requirement for a project to Replace SCI Steam Tube and Bundle System. 36C25724B0010 PROJECT OVERVIEW 1.1 PURPOSE: The Department of Veterans Affairs (VA) intends to construct a new hot water system for the Spinal Cord Clinic (SCI) in the project for Replace SCI Steam Tube and Bundle System. Contractor shall completely prepare site for building operations, including demolition and removal of existing steam tubes (C-PS-1D) and (C-PS-2D), removal of existing structures, replacing and furnishing with (2) Two new skid mounted steam tube bundle systems, provide labor, materials, and perform work at the Audie L. Murphy South Texas Veterans Health Care System, located 7400 Merton Minter San Antonio, TX 78229. SCOPE OF WORK 2.1 General: Contractor shall provide all tools, materials, labor, quality assurance, and supervision for upgrades resulting in a complete, compliant, and fully functional project, including erection of temporary enclosures preventing the release of dust outside of the work area, selective demolition, plumbing, HVAC, insulation, mitigation of noise and vibration, electrical, structural, controls and programming, fire, TAB, and other work. 2.1.1 Work Shall Include: The replacement of SCI Steam Tube and Bundle System (C-PS-1D and C-PS-2D) shall be installed, tested, and commissioned in succession. The NAICS code for this procurement is 236220 with a small business size standard of $39.5 M. The magnitude of this project is between $250,000 and $500,000. This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. The POC for this project will be Jennifer Stringer. Important Notice: Apparent successful bid must apply for and receive verification from the Veteran Small Business Certification (sba.gov) program in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Small Business Administration Vet Cert program prior to submission of offer. Failure to be both VERIFIED by SBA and VISIBLE on SBA.gov (VetCert) prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the Veteran Small Business Certification (sba.gov) and submit the required documents to obtain SBA verification of their SDVOSB status if they have not already done so.
