Q: I am writing to request information on who will provide case workers for homeless veterans. A: The contractor must provide case managers on staff to provide case management services to the Veterans in the program. Â Q: What organizations or entities provide case workers to work with veterans who are experiencing homelessness? A: We don t have any local organizations that I am aware of that provide case workers The local social service agencies employ their own case managers to serve homeless Veterans (Salvation Army, Good Samaritan, Mother Theresa s, Endeavors, Nueces County Social Services are the main community agencies we collaborate with as they have Veteran focused programs/grants). Â Q: Do I have to provide the dwelling or can I subcontract a local shelter to offer the 10 beds needed and we provide the perminate housing once they are trasitioned? A: You must provide the dwelling and the dwelling must meet the criteria specified in the Performance Work Statement. The Performance Work Statement is for transitional housing, not permanent housing that is not part of this contract. Permanent housing is provided to Veterans through VA programs like HUD-VASH where the VA collaborates with the local housing authority to issue section-8 vouchers. Â Q: I would also appreciate any information on criteria for eligibility, as well as any other information that may be available on this topic. A: To be eligible: Â The Veteran must be eligible for VA health care (not all Veterans are eligible) The Veteran must meet low-income criteria The Veteran is homeless, priority given to Veterans who are chronically homeless and not living in a place meant for habitation The Veteran will undergo a TB test for entry The Veteran must be in need of and willing to engage in intensive case management (most will have mental health diagnoses; substance use disorders and medical difficulties) The Veteran must be willing to remain substance free while in the program The Veteran must be willing to work towards permanent housing as the maximum stay is 180 days. Page 3 of 3 The U.S. Department of Veterans Affairs (VA) is seeking a Contractor to assist with the provision of providing Contracted Emergency Residential Services (CERS). Through the Health Care for Homeless Veterans (HCHV) program. The intent is to award a base year contract with up to four one-year option periods. CERS targets and prioritizes homeless Veterans transitioning from literal street homelessness, Veterans being discharged from institutions, including those in need of medical respite, and Veterans who recently became homeless and require safe and stable living arrangements while they seek permanent housing. CERS Programs, either directly or through linkage with community and other VA services, provide time-limited services such as supporting mental health stabilization and enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement in permanent housing or longer-term residential programs utilizing VA and/or community resources. Lengths of stay in CERS typically range from 30 to 90 days with the option to extend based on clinical need. NOTE: CERS programs represent a consolidation of existing HCHV contract residential programs, previously designated as either residential treatment (RT) or emergency housing (EH). Since varying levels of supportive services have been present in both, as noted above, this consolidation reflects the range and flexibility of these services as currently constituted. The solicitation for this requirement will be available on or about the week of May 29, 2023 with a closing date for proposal approximately 10 days later. The solicitation will be available for download from https://beta.sam.gov/ . Interested contractors will be responsible for download copies of solicitation (and any subsequent amendments) from that website. No hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the SAM.beta website so that they are notified of the issuance of the solicitation and any amendments. NAICS code 623220 with a small business size standard of $16.5 Million. The solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the Agency. Entities that are interested in providing Veterans residential housing should be aware that although this contract seeks services for the areas covered by the VA Texas Valley Coastal Bend Health Care System (VATXVCBHCS), HCHV is a national program serving Veterans throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It is also the first specialized homeless program developed by the VA. It represents one of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. Through this contract, the VA seeks to support homeless Veterans served by HCHV by expediting placement of these Veterans into a safe residential facility. This facility must meet the criteria established both by HCHV clinical staff and VA fire and safety officials. HCHV Contract Residential Housing Veterans are referred to contractors based on a demonstrated need for residential housing in order to further secure transitional or permanent housing as quickly as possible. The program prioritizes Veterans assessed to be highly vulnerable with a high likelihood of death due to homelessness. Contracts will only be awarded to contractors with residential housing facilities that are located within the Corpus Christi, TX (Nueces County TX catchment area. Priority will be given to facilities within Corpus Christi, TX (Nueces County) TX. Ideally these facilities should be in centralized locations, near public transportation, and near areas that provide employment.
