Presolicitation Notice: The Network Contracting Office, NCO17 anticipates awarding a Firm- Fixed-Price construction contract for, Install Roof Access, Project No. 671-18-121 located at the Audie L. Murphy VAMC 7400 Merton Minter San Antonio, Texas 78229. The method of procurement shall be an Request for Quote (RFQ) in accordance with the procedures set forth in Parts 13 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of October 14, 2022 and a projected bid due date of November 15, 2022. Contractor shall provide all necessary labor, materials, equipment, and supervision to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to include but not limited to provide roof access at the elevated crosswalk between ALM and University Hospital. This includes, but is not limited to, removal of existing window and wall structure. The Contractor shall haul demoed items off site when their dumpster is full. All environmental regulations should be followed by the contractor during the course of this contract in accordance with Federal Government standards and policies when working on a federal government owned property. Along with demo, the Contractor shall be responsible for finishing and repairing areas demoed with the same material originally disturbed to return surrounding area to condition acceptable to the VA. New architectural, structural, and electrical components shall be provided in accordance with the A-E s drawings and specs. The contractor shall provide as-builts for any new architectural, structural, and electrical components installed. Current access to the HVAC unit located on the roof adjacent to the crosswalk is insufficient. VA employees currently access the unit via a window next to the roof or via a man-lift. Both of these methods are insufficient and difficult for VA employees to utilize with their tools. Work shall be done during regular business hours. The Contractor may request night or weekend work which must be submitted and approved by the Contracting Officer, however there is no guarantee that those requests will be approved. Contractors shall plan for the following work hours: Monday thru Friday between 0700 1600 hours. Project duration shall be 90 calendar days from receipt of the Notice to Proceed (NTP). This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Bids will only be accepted from certified SDVOSB contractors. The applicable NAISC code is 238160, $16.5 Mil. The magnitude of the construction estimated cost range: $100,000.00 - $250,000.00.
