THIS IS A PRESOLICIATION NOTICE ONLY: The requirement is to establish a fully capable noninvasive vascular laboratory to support patient care within the Central Texas Veterans Health Care System (CTVHCS). The method of procurement shall be a Request for Proposal (RFP) in accordance with the procedures set forth in the Federal Acquisition Regulation (FAR), with an anticipated approximate issue date of March 11, 2018 and projected proposal due date of March 28, 2022.The contractor will be required to work with the vascular laboratory Medical Director and CTVHCS staff, and will prepare an application for vascular laboratory accreditation through the Intersocietal Accreditation Commission Vascular Testing (IAC-VT). The initial application will be submitted within 12 months of the initiation of testing services at CTVHCS. The contractor will provide: Preparation of the IAC-VT application Identification of appropriate case studies Submission of required supporting materials Deliver education and training opportunities required to meet the standards for IAC-VT accreditation Staffing Vascular technologist, full-time (1.0 FTE) on an annual basis, who can serve as the technical director of the laboratory. Sources Sought Only for the Central Texas Veterans Health Care System (CTVHCS) to establish a fully capable noninvasive vascular laboratory to support patient care within the Central Texas Veterans Health Care System located in Temple, TX. This is not a request for bids, quotes, or proposals. This is a Sources Sought notice for the identification of potential vendors. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (hubzone, 8(a), small, small disadvantaged, small veteran owned or service disabled veteran owned small business) relative to NAICS 621511. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to SDVOSB and VOSB concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition. The contractor, working with the vascular laboratory Medical Director and CTVHCS staff, will provide for day-to-day management of vascular laboratory operations, to include establishing policies and procedures for vascular testing. The contractor, working with the vascular laboratory Medical Director and CTVHCS staff, will implement a Quality Improvement (QI) Program. The contractor, working with the vascular laboratory Medical Director and CTVHCS staff, will prepare an application for vascular laboratory accreditation by the Intersocietal Accreditation Commission (IAC) - Vascular Testing. The initial application will be submitted within 12 months of the initiation of testing services at CTVHCS. Â Â The contractor will support the graduate educational mission of the medical education activities for cardiology and vascular surgery fellows. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
