The Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 17, Network Contracting Office (NCO) 17 is seeking sources for the following procurement: Assessment, Start-up, and Maintenance of Combined Heat & Power Plant at the VA Medical center in Waco, TX. Description of Services: The contractor shall provide all personnel, labor, materials, and equipment to troubleshoot the CHP s major system components to determine why the CHP system will not start manually or automatically, after shutdown. Troubleshoot all major components of the CHP system, ie., turbine generator, natural gas compressor, air compressor, heat recovery steam generator (HRSG), duct burners, controls, heat diverter mechanism, etc. to determine any faulty part(s). The HRSG shall be drained of water, cleaned of debris, slug or rust. The turbine s Intake air filters and oil filters shall all be replaced. The contractor shall fix any part or reprogram any controls to ensure the CHP system is ready to startup manually or when set to auto, starts, and runs. The contractor shall provide all labor, materials (to include all oil, air, and fuel filters) and fluids needed to top-off levels ( i.e., antifreeze, oils, battery fluid, etc.) and equipment necessary for full preventive maintenance program to maintain the CHP and associated systems/equipment. Any charges for materials such as lubricants, fluids, cleaning supplies, parts, services, manuals, tools, or software required for the Contractor to successfully complete schedule installation shall be provided by the Contractor and are included within this contract s agreed upon price. See referenced attachments for description of work and equipment list: Statement of Work (Draft) Period of Performance: 09/30/2022 08/31/2023 NCO 17 is seeking sources that have the capability of providing these services. Firms that can provide these services are encouraged to respond to the sources sought notice by contacting the point of contact. Capable firms must respond to the POC no later than 1PM CST on June 21, 2022, to be considered. Interested firms must identify their company name, SAM UEI number, socioeconomic category, and are asked to provide a capabilities statement with their response. This notice is NOT a formal request for quote or proposals. No formal solicitation document exists currently. The information in this notice is for information and planning purposes only and is not to be construed as a commitment by the government. No contract will be awarded from this notice. The acquisition strategy will be decided based on responses and other market research efforts. If parties choose to respond, any cost associated with preparation and submission of data or cost incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government.
