With accident rates of occupational injuries requiring days away from work rising, this can be a significant cost to healthcare organizations. Likewise, injuries from falls occurring in healthcare facilities are no longer reimbursed under CMS guidelines, leaving hospitals to absorb costs. Safe patient handling programs have become one of the top initiatives for healthcare institutions, seeking to minimize work-related injuries and reduce injuries due to patient falls. Proper equipment and education on how to use patient lifts can significantly reduce exposure to these risks A contract is needed to install, replace, and/or upgrade the ceiling lift system in 211 rooms at Amarillo VA Health Care System (AVAHCS). Ceiling lifts have been installed in many areas throughout the facility, and most have reached the end of life. The AVAHCS is utilizing the following: 247 - Likorall ceiling lifts, models 242 S and 243 ES 2.8m X 3.8m Straight Rails and system components Wall Mounted Patient Lift, Traverse Rail System (550 lbs. Capacity) 3.0m X 3.0m Straight Rails Traverse Rail System (507 lbs. Capacity) includes: 2.6m X 3.0m Straight Rails. Sling bars are equipped with safety latches to ensure the straps are correctly connected to the sling bar. Scope of Work: The contractor will provide all labor, supervision, and all other resources required to deliver the requirements stated herein. This is a turn-key project. Standard ceiling lift motors need to support at least 440 pounds, not to exceed 550 pounds. Ceiling lift motors need to have fast motion durable lifting strap, continuous charge, and tool-free emergency lowering. Scales' weight capacity needs to be between 440 to 1100 pounds. The ceiling lift motor strap must be able to reach the floor for the recovery of veterans that have fallen in the room and have an emergency stop system that is easily accessible. The motor system will need to have a quick-release hanger/crossbar. Bariatric lift motors that will support at least 880lbs will need to be placed in specified locations (paragraph 3). These motors also have fast motion durable lifting strap, continuous charge, and tool-free emergency lowering. The ceiling lift motor strap must be able to reach the floor for the recovery of veterans that have fallen in the room and have an emergency stop system that is easily accessible. The motor system will need to have a quick-release hanger/crossbar. When using a standard or Bariatric overhead lift when performing a bed to chair or chair to tub transfer, one needs to have clearance from one surface to another, especially from chair to tub. Any ceiling lift rail system installed must give the lift motor access to the whole room. The rail system will be the X-Y (traverse track systems) with the motor mounted on a perpendicular moving rail attached to 2 parallel fixed rails. This allows the lift motor to travel in 4 directions (back/forth, left/right). The system will be configured to allow for privacy curtains and sprinkler heads. Slings must be compatible with the ceiling lift sling bar for regular and bariatric lifts. All new/replaced slings are made of durable polyester material, making the sling easy to work with, due to low friction and easy to apply/remove from the patient. All work must be coordinated with COR, SPHM FC, Unit Management, and Supply Chain Management Services. Installation/replacement will need to be timed according to the availability of rooms. The ceiling lifts/motors will be installed and tested in 217 places as listed in the location list (paragraph 3). It is the responsibility of the Vendor for all de-installation and disposal of all outdated equipment, unneeded rails, and hardware. Motors with VA tracking numbers (EE#####) will need to be turned into Bio-Med to start the VA process for turn-in. Manufacturer to conduct all-staff (day and night shifts) training on all ceiling lifts and all varieties of slings. Facility Polices: Contractor will follow all VA and Federal security, parking, and smoking regulations. 11. OSHA Training: During equipment installations, the onsite supervisor must have their 30-hour OSHA card. Onsite techs must have their 10-hour OSHA card. 12. Firewall Penetrations: All holes made through firewalls will be filled with VA approved red fire caulk or fire sleeve. All penetrations shall be inspected by COR or designated VA replacement. 13. Infectious Control Risk Assessment, (ICRA) and Interim Life Safety Measures, (ILSM): The Contractor shall keep in their possession in plain sight their signed ICRA and ILSM for the installation job they are performing, for the duration of the job. There will be approved ICRA and an ILSM for all work done that may put Staff or Patients at risk. Containment carts will have HEPA filter system. 14. Contractors Equipment and Ladders: Contractors' tools and equipment shall be in good working order and have all the appropriate OSHA decals for use on the facility. 15. Pre-bid Site Visit: All solicitors must perform a site visit conducted by the Contracting Officer and Contracting Officers Representative prior to submitting a bid.
