All questions, comments, or inquiries are to be submitted in writing to the Point of Contact, referenced above, prior to the closing of the solicitation. I. Basis of Award The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation meets or exceeds the requirement at the best competitive price for the Government . The quote s will be evaluated based on the evaluation factors listed below. Each factor will be rated as acceptable or unaccepted . The combine e rating of the non - price factors is more important than price. Price will be evaluated separately. The following areas will be evaluated and are listed in the order of importance to the Government : 1. SDVOSB Certified 2. Registered in SAM 3. Past Performance 4. Complete Pricing for all Items 5. Price Factor 1: Technical Acceptability The contractor shall provide a written statement addressing each of the following items. The written statement must describe each point and must p provide enough detail to determine minimum qualifications. a. Description of Specifications: Provide a listing of specificati on s meeting th e specifications conta ined in Description of Work in the Statement of Work (SOW). b. Letter of Authorization: A letter of authorization is required from the Original Equipment Manufacturer (OEM) stating that contractor is an authorized distributor/reseller .
