This requirement is for required testing of critical electrical equipment for all VA owned facilities in North Texas. This is service is different than what is provided by typical electrical contractors. The source that will provide the service must have specific and specialized certifications. The American National Standards Institute (ANSI) recognizes International Electrical Testing Association (NETA) testing procedures as the industry standard for electrical testing. The requirements to be NETA certified are very strict and ongoing to stay relevant to changing developments in electrical testing. This requirement will require NETA or a similar certifications to be considered. The requirement will provide a one hour emergency response for unexpected and unforeseen electrical failures. This new requirement will be adding two additional campuses in Grand Prairie and Garland Texas to the previous contract and also expand the scope to include emergency generators. No source was found that can provide the electrical testing certification and emergency generators. Therefore a teaming agreement with full time diesel generator service providers will be evaluated.
