The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 17 intends to issue a Request for Proposal for VISN-Wide Home Oxygen Delivery Services. Some of the responsibilities include the delivery and set up of VA owned home oxygen and ventilator equipment, rental of B, D, E, H, K or M Cylinder and liquid systems, and individual supplies to include all required tubing and FireSafe /FailSafe devices for the home oxygen patients of VISN 17. The applicable North American Industry Classification System (NAICS) code assigned to this procurement will be 621610 with a $15 million small business size standard. Interested parties must be actively registered in the System for Award Management (SAM) system. The RFP will be conducted as a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs) that are actively verified by the VA Center for Verification and Evaluation. Interested parties are reminded that since this requirement is set-aside for SDVOSBs, the Limitation on Subcontracting clause will require that the SDVOSB not pay more than 50 percent of the amount paid by the government to it to firms that are not similarly situated (i.e., SDVOSB). Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.
