The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 17 Dallas, Texas intends to solicit proposals from contractors to provide Interpretation of images via Teleradiology Services. The Interpretation services will be conducted by Texas Board Certified Radiologist. The Contractor shall provide all professional personnel and technical support, and other equipment, telecommunication, supplies, and supervision necessary to perform, implement and administer these teleradiology services to meet the specific medical needs of eligible beneficiaries of the Veterans Affairs North Texas Health Care System (VANTHCS). The VA anticipates issuing a Service- Disabled Veteran Owned Small Business (SDVOSB) 100% set-aside competitive solicitation for this requirement on or about December 31, 2018. Proposals will be accepted for 15 days commencing with the issuance date of the solicitation. Expected Performance Period shall be February 1, 2019 through January 31, 2020 for the base period and four (4) one (1) year Options, under Indefinite Delivery Indefinite Quantity Contracts (IDIQ). Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in Vet-Biz database (Vet-Biz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no contracts can be awarded to any offeror not registered in SAM. NAICS Code is 621512 (Diagnostic Imaging Centers) with a Small Business Size Standard of $15 Million. The PSC Code is Q522 Radiology Service. The solicitation will be issued for 100% set-aside competitive (SDVOSB). All responsible sources may submit proposals to be considered by the Agency. The VA will only consider proposals from contractors who are registered and certified as a SDVOSB vendor in Vendor Information Pages (VIP).
