The VA seeks a single competitive award for a construction project evaluated on Approach/Quality Management, Past Performance, and Price, with the three non-price factors equal in importance and collectively approximately equal to price. Factor 1 requires a management approach narrative and schedule based on a fictional NTP date of 1/1/2027, plus quality management roles, authority, and control techniques. Factor 2 requires 1–5 recent relevant projects from the past five years in clinical, hospital, or medical-use space, comparable in size/scope/complexity, with a construction value between $25,000 and $100,000 and prime-contractor experience managing multiple subcontractors. Price will be evaluated for completeness and reasonableness against the IGCE and historical prices, and discussions or a competitive range may be used before a single award. The government reserves the right to reject any or all offers.
