This VA procurement is a 100% SDVOSB set-aside for upgrading/replacing site utility infrastructure at the Central Arkansas Veterans Healthcare System. Work will occur at the Eugene J. Towbin VA Healthcare Center, 2200 Fort Roots Drive, North Little Rock, AR 72114, with a performance period of 720 calendar days after Notice to Proceed. The RFP is tentatively expected to issue on or around November 17, 2026, and will be posted for download on SAM.gov; only one site visit will be conducted. Scope includes a new elevated water storage tank, demolition of the existing 250,000-gallon water tower, a new pump house with pumps/controls/security/monitoring/redundancy/emergency power, integrated automated controls, replacement of failing water piping, and new backflow preventers on fire-protection lines. The project will be phased to minimize campus, patient, visitor, and staff impact, with no prolonged outages and advance coordination required.
