This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with format in FAR Subpart 13; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. The solicitation number is 36C25624Q1298 and is issued as a Request for Quotation (RFQ). The proposed contract action will initiate a new service agreement/contract to test and certify the backflow preventers throughout the Southeast Louisiana Veterans Healthcare System, New Orleans, La. Repair, and maintenance services are not being request for this contract action. The backflow preventers are required to be tested annually. Backflow preventer tests and certification are required in order to ensure the protection of potable and non-potable water through routine inspections of mechanisms to prevent cross contamination water sources. The proposed service agreement/contract shall aid in this prevention through testing, and certification of these mechanisms and systems at the New Orleans Replacement VA facility for which the Government intends to solicit competitive quotes. The contractor shall be responsible for travel, labor and materials necessary to provide the testing and certification of the backflow preventers and cross connections described herein located at 2400 Canal St., New Orleans, LA. The Contractor shall conduct comprehensive testing and certifications on the backflow preventers. The contractor shall maintain an accurate log file/inventory of all backflow preventers being repaired. Interested persons may submit quotes, and all eligible quotes must be received prior to the response date listed on FBO to be considered by the Government. This solicitation is 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors and the size standard is $19.0 Million.) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 (05/22/2024).
