PRE-SOLICITATION NOTICE The Department of Veterans Affairs Network Contracting Officer (NCO) 16 intends to solicit and award a base plus four (4) option periods acquisition for fluid milk and dairy products to meet the nutritional needs of the inpatient population at Central Arkansas Veterans Healthcare System s CAVHS). The CAVHS Nutrition and Food Service (NFS) requires fluid milk and dairy products be delivered on site to support the meal service to the inpatient population. All products shall conform to the standards set forth by the United States Department of Agriculture (USDA). These standards are available online at www.usda.gov. The Primary North American Industry Classification System (NAICS) for this acquisition is 311511, with a related small business size standard of 1,150 employees. The proposed action is for a Firm Fixed Price (FP) requirement contract, which will be advertised as Unrestricted. The solicitation will be posted on or about 09/06/2024, via Opportunities website. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 dated 05/22/2024. Towbin Healthcare Center 2200 Fort Roots Drive North Little Rock, AR 72114 a. Nutrition and Food Services-Delivery Hours: between 6:00 a.m. 8:00 a.m. b. Delivery Location: Main Kitchen c. Frequency of Delivery: Monday, Wednesday, Friday Contractors shall provide all necessary labor, materials, equipment, supplies and supervision necessary to produce and deliver milk and dairy products for CAVHS Nutrition and Food Services (NFS). The contractor must be able to deliver to NFS points three times per week excluding Saturdays and Sundays. The contractor must be able to deliver before 8:00 am each time. All deliveries shall conform in every respect to the provisions of the Federal Food, Drug and Cosmetic Act and regulations promulgated there under. This is a pre-solicitation notice only. No pricing is being requested at this time.
