SCOPE OF WORK Furnish all labor, tools, materials, equipment, and supervision necessary to perform all work associated with the yearly requirement of filtration / decontamination and testing of all 28 diesel fuel storage tanks located at the VA Gulf Coast Veterans Health Care System, Biloxi, Mississippi. The work required is listed as follows: Contractor shall perform the necessary decontamination, water removal and filtration of all Biloxi VA Medical Center diesel fuel storage tanks for diesel generators and standalone tanks listed herein for reference. The period of performance for this service contract will be for one year and for 4 consecutive years thereafter, beginning in the third quarter of FY 25. The successful contractor awarded this service contract shall submit a report within 2 weeks after the service to the Contracting Officer Representative (COR) for the inspection, sampling, and testing of each diesel fuel storage vessel that documents the fuel purity and other specific characteristics of the fuel such as: tank I.D., tank size, gallons, water before, water after, before value, after value, categories, grade, and comments. The yearly report for each tank containing the above specified information shall be sent to the COR via electronic mail as an Adobe Reader attachment. Contractor to provide before and after samples (color photographs are acceptable) of fuel straight from the tank for ASTM Bright & Clear Test. Treat fuel with appropriate fuel treatment. Mechanically remove water, microbiological growth, and sludge contamination from diesel storage tanks by repeatedly dragging a flexible suction wand across the entire bottom of tank. Run fuel through a closed loop filter circulating system consisting of a 5-micron filter, oil and water separation through a coalescing unit and two water absorption filters, then return fuel to the tank under pressure. Chemically treat diesel fuel in all 28 tanks with treatments like Diesel STA-BIL or equivalent after filtration is completed and include this in the firm fixed price for this contract work. Contractor is responsible for the capturing, containing, storing, transporting and disposal of all fuel/water contaminants that are generated from the performance of the job. This is to be included in the firm fixed price for this contracted work. VA will provide EPA number and non-hazardous waste manifest for any waste removed. Tag or label tanks noting date and description of service. Clean each tank such that the cleaning in the described manner allows the generator to remain online. Contractor shall coordinate the work described herein with the VA General Mechanic (GM) Shop Supervisor. No work is to start until contractor has been given the authorization to perform this work from the GM Shop Supervisor or the project COR. A-3 Good condition with no restrictions. A-4 Watch closely because fuel aging has begun. Unacceptable A-5 Advanced aging and oxidization. Caution in engine service use. A-6 Badly aged and not recommended for long engine runs. A-7 Severe aging and not recommended for long engine runs. A-7+ Extremely aged fuel that should not be used for engine service. Required additional membrane for single sample processing. The fuel purity report prepared annually that documents the annual filtration/decontamination of the fuel is to meet field interpretation (Millipore Patch Test Standards) for diesel fuel ASTMD-975 Standards. Any problem of contamination or water on the bottom identified, it is to be addressed immediately. The filtration service shall not change the physical property of the fuel. The annual monitoring report shall detail the condition of the fuel, the fuel level, water level (if any), and the status of caps, gaskets, fittings, vent, and anything needing attention by the VAMC. Work will be performed during the hours of 8:00 AM and 4:30 PM, Monday through Friday, exclusive of Federal Holidays. Some work outside of normal hours of operations may be necessary and must be coordinated with the Project COR. SPECIAL CONSIDERATIONS BY THE CONTRACTOR: All sampling, testing and filtration/decontamination shall be done in accordance with VHA Directive 1028, applicable NFPA Codes and use of industry standard methods for the subject work. The contractor will be responsible for task cleanliness at the building area both interior and exterior at the tank site. SAFETY CONSIDERATIONS: Contractor s workmen shall provide and utilize all safety requirements in accordance with all applicable NFPA and OSHA regulations during all phases of the work. Contractor will not be allowed to use Government tools, materials, and / or labor for this project. All work is to be performed in strict compliance with the Scope of Work .
