The Contractor shall provide all necessary equipment, materials, supplies, food, recreational supplies, internet/Wi-Fi capabilities, PC/laptop/tablet, labor, training, supervision, and transportation necessary to provide residential housing necessary to support the Substance Use Disorder (SUD) Treatment Program(s) administered by the Veterans Health Care System of the Ozarks (VHSO), located in Fayetteville, Arkansas, and its Community-Based Outpatient Clinics (CBOCs) in complete and strict accordance with the resulting contract and all attachments thereto. It is understood that the type of patients to be cared for under this requirement will require care and services over and above the level of room and board. Addresses: Veterans Health Care System of the Ozarks campuses located at 1100 N. College Ave Fayetteville, AR 72703. The Contractors place of performance shall be within a 75-mile radius of both facilities. Estimated Housing for Outpatient Substance Use Disorder Treatment (Annually) SERVICES DESCRIPTION ESTIMATED QTY / YEAR UNIT Fayetteville, AR: These requirements consist of providing residential beds; random drug testing; and all other associated support services as outlined elsewhere in this Statement of Work (SOW). All services shall be provided by a residential facility, located within a 75-mile radius of the VHSO campus, located at 1100 N. College Ave., Fayetteville, AR. The age range of the Veterans may be between 18 and 75 years of age, with the majority being in the 25 50-year-old range, with a primarily male population. Females will normally make up, but not be limited to 10% or less of the Veterans in this program. 12 MO Requirement will be for one (1) calendar year, with four (4) ordering periods. Period of Performance is expected to be around 04/01/2023 03/31/2028 TRANSPORTATION (all locations) The contractor shall provide required transportation between the contractor s facility and the VHSO, Monday through Friday. Transportation may be by contractor owned/operated vehicles or by other properly licensed public transportation serving both locations. Copy of valid Driver s License will be provided to CO/COR for each driver. HOUSING Availability: Beds shall be made available within a 75-mile radius as follows: PRIMARY BEDS - 40 beds shall be reserved daily. TRANSISTIONAL BEDS - 18 additional beds shall be available as needed for transition. These beds may only be utilized when all 40 beds identified are full. Note: The NAICS Code for this procurement is 623220; size standard $16.5 million. The Service Contract Labor Standards will also apply to this procurement. This Sources Sought Notice is for market research purposes only and shall not be considered as a request for quote or an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor s submission of this Sources Sought Notice or the Government s use of such information. The Government reserves the right to reject in whole, or in part, any contractor s input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this notice. Information submitted in response to this Sources Sought Notice will not be returned. All interested parties that are capable of providing the required services shall submit a response via email to anitra.session@va.gov no later than December 15, 2022, at 3:30 PM/CST. The responses shall be limited to 15 pages and address the information below. Contractor names, UID number, address, point of contact, title, phone number, and email address Brief description of the company background, capability to meet this requirement (may include nurse resumes, facility/company accreditations, type of equipment used, etc.), and past or current performance under contract (civilian or government). Contractor s Business Size and socioeconomic status, including Vendor Information Pages (VIP) verification, if applicable. Contractor s interest in responding to a solicitation if issued.
