PRE-SOLICITATION NOTICE This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127(i). The Department of Veterans Affairs Medical Center in Houston (MEDVAMC) at 2002 Holcombe Blvd., Houston, TX 77030 has a requirement for the pickup, setup, delivery, disassembly, repair, install, routine preventive/service/refurbishment maintenance, site assessment, disposal, infection control, cleaning, sanitization, storage, patient training/instruction in-the-use of Government-owned Durable Medical Equipment (DME), delivery service of DME and supplies to all beneficiaries serviced by VISN 16’s MEDVA Medical Center and its associated outpatient clinics and neighboring state. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein. The total number of DME patients is subject to change. Performance period is January 31, 2023 to January 30, 2024 with Base plus (4) one -year ordering periods. The solicitation will be available approximately twenty-one (21) calendar days from the date of publication of this announcement. The solicitation will be available at http://www.sam.gov. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 13. This project is being solicited as a TOTAL 100% SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB). The North American Classification System (NAICS) Code for this procurement is 621610, with a small business size standard of $16.5 million annual receipts for the past three (3) years. The estimated magnitude of this project is between $900,000 to $5M. The solicitation package, amendments, and site visit minutes will be issued by way of Contract Opportunities website only.
