THIS IS A PRE-SOLICITATION NOTICE ONLY: No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this synopsis is to notify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB s), in accordance with Public Law 109-461, of this projected requirement. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 16 has a requirement titled "Project No. 598-21-118 Construction Package for HVAC Replacement B182 at Eugene J. Towbin (EJT) Veterans Hospital located at 2200 Fort Roots Drive, North Little Rock, AR 72114. The forthcoming solicitation will require a General contractor to meet the project objectives and requirements and to provide the required outcome in terms of overall quality, timeliness, and documentation. The Contractor shall be responsible for obtaining and coordinating the services of all third-party contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely, and desired product is in compliance with the accompanying Statement of Work (SOW). Contractor shall provide all materials, equipment, labor, supervision, and expertise necessary to perform general construction and alterations, necessary to fully complete the project as outlined in the (SOW), Drawings, and Specifications. This is an active medical facility that will require the contractor, in concert with the VA representative, to mitigate the construction impact on veterans, patients and medical employees during the construction process. Abbreviated SOW: Contractor shall provide all management, supervision, qualified personnel, labor, transportation, tools, equipment, taxes, materials, licenses, permits, insurance, certifications, safety data sheets, and services required to replace the existing HVAC split system with new exterior gas package air unit, new ductwork, new ceiling, new electrical, new mechanical room construction, and new gas line connection. The contractor shall accomplish all services to meet the requirements of the Statement of Work (SOW). Contractor shall comply with all State of Arkansas, federal, and local requirements to include but not limited to Occupational Safety and Health Administration (OSHA). All workmanship shall comply with all applicable codes, specifications, local ordinances, and be in general accordance with industry standards. Note: this is only an abbreviated view of the SOW. Please review SOW/Drawings/Specifications that will accompany the solicitation. VAAR 836.204| Disclosure of the magnitude of construction project: The dollar magnitude for this project is between $100,000 and $250,000. The North American Industrial Classification System (NAICS) is 236220 - Commercial and Institutional Building Construction applies, and size standard is $39.5 Million. Limitations on Subcontracting: The prime contractor must perform at least 15% of the cost of the contract (on-site) incurred for personnel with its own employees or the employees of other eligible SDVOSB s for general construction-type procurements. For construction by special trade contractors, the prime contractor must perform at least 25% of the cost of the contract incurred for personnel with its own employees or the employees of other eligible SDVOSB s. In order to be eligible as a SDVOSB, a firm must be registered and verified as a SDVOSB in VetBiz at https://www.vetbiz.va.gov/. All interested firms must be verified as SDVOSB s in VetBiz at the time of proposal submission in accordance with VAAR 804.1103-70 in order to be eligible. This includes Joint Ventures. An active registration in SAM is also required. Registration is available at www.sam.gov. Again, includes Joint Ventures.
