The purpose of this amendment is as follows: (a) To reiterate the Certification requirement that must be completed by all offerors and submitted back with your proposal as outlined under Section 4.18 VAAR 852.219-77 of this solicitation, pages 66-67 (see attached). (b) To provide the RFI register containing inquiries that have been answered to date for all offerors information and use (see attached RFI Register, revised specifications & additional drawings). (c) Please note that the remaining RFI inquiries that were received in, will be included in the next amendment to the solicitation, along with any other RFI s that are submitted by e-mail to the Contracting Officer in writing utilizing Exhibit F no later than 4:00pm (CST) on Saturday, March 12, 2022 (which is 14 calendar days prior to the date/time set for receipt of proposals or as amended and will not be accepted after this date). (d) No response will be furnished to questions that are submitted after that date & time. Offerors are instructed to submit their proposals in response to the solicitation as-is . This procurement will be issued as a 100% Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) through RFP procedures under FAR 15 and other FAR Parts and Subparts as applicable. The Gulf Coast Veterans Health Care System has a requirement to Replace Multiple Flat Roofs under Project No. 520-22-102. The tentative date for issuing the RFP is on or around February 22, 2021, with proposals due approximately 30 calendar days later on-or-around March 23, 2021 (the RFP will state the exact time/date that proposals are due). The anticipated contract award date is approximately 120 calendar days or less after receipt of proposals. The Contract Performance Period is 360 calendar days after issuance of the Notice to Proceed. Location of the work is at the Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Biloxi, MS 39531. The contractor shall provide all labor, tools, materials, equipment, and supervision to perform all work as described in project Scope of Work, Drawings, and Specifications. NAICS Code 238160 Roofing Contractors is applicable to this RFP solicitation and the Small Business Size Standard is $16.5 M. The Construction Cost Range for this project (Magnitude of Construction) is between $2,000,000 and $5,000,000. Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit.
