PRE-SOLICITATION NOTICE Community Nursing Home Services Indefinite Delivery Contract (IDC) Overton Brooks VA Healthcare System Shreveport, LA Alexandria VA Healthcare System Pineville, LA DESCRIPTION: This is a pre-solicitation notice of an upcoming Request for Proposals to notify potential sources having the skills and capabilities necessary to provide the appropriate level of Community Nursing Home (CNH) care to the beneficiaries the Department of Veterans Affairs, Overton Brooks VA Healthcare System located at 510 E. Stoner Ave. Shreveport, LA 71103 and The Department of Veterans Affairs, Alexandria VA Healthcare System located at 2495 Shreveport Hwy, Pineville, LA 72603. The Overton Brooks VA Healthcare System has multiple needs for Nursing Home Services in the surrounding State of Louisiana parishes of Caldwell, Franklin, Madison, Jackson, Ouachita, Union, Moorehouse, West Carroll, East Carrol, Richland, Tensas to Caddo, Bossier, Webster, Claiborne, Lincoln, Bienville, and the State of Texas counties of Red River, Sabine, Desoto and Natchitoches encompassing the catchment area of Shreveport to Monroe, LA and their surrounding suburbs and rural areas. The Alexandria VA Healthcare System has multiple needs for Nursing Home Services in the surrounding State of Louisiana parishes of Sabine, Desoto, Natchitoches, Vernon, Beauregard, Allen, Evangeline, Jefferson Davis, Calcasieu, Winn, Grant, LaSalle, Catahoula, Avoyelles, Rapides, St. Landry, Acadia, Lafayette, St. Martin and Iberia encompassing the catchment area of Alexandria LA and their surrounding suburbs and rural areas. The estimated period of performance for each contract will be from the Award Date/Effective Date for a period of 5 years. The number of veterans requiring Community Nursing Home services (bed days) over the next five years will fluctuate and cannot be adequately determined at this time. Therefore, the award of multiple Fixed Unit-Price Indefinite Delivery Contracts (IDCs) is anticipated. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. If you have specific questions regarding labor laws, you should contact your local Federal Department of Labor representative. In addition, VHA Requirements regarding Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors which implements Executive Order 14042 will apply to this requirement. REQUIRED: Interested potential facilities will be Medicaid approved as applicable to the location as a Certified Nursing Home Facility and licensed as a Nursing Home by the State of Louisiana and/or the State of Texas (as applicable) in which its provider number is based. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
