INSTRUCTIONS TO OFFERORS QUOTE SUBMISSION Submission of Questions: Questions regarding this solicitation shall be received no later than September 14, 2022, at 2:00pm CST, Questions received after this time may not be considered for review. Questions shall be submitted to Dena Young, Contracting Officer via email Dena.Young@va.gov Prospective Vendors are asked to submit their questions grouped by solicitation section and referring to the paragraph in that section. The Subject Line for questions shall state 36C25622Q1521 Questions . Responses to all inquiries/questions will be returned via email to those vendors solicited giving due regard to the proper protection of proprietary information. Vendors shall be responsible for monitoring their email for the agency s responses. No information concerning this solicitation shall be provided in response to a phone call. Submission of Quotes: All quotes shall be emailed to Dena.Young@va.gov The Subject Line for email submissions shall state 36C25622Q1521 Quote Anesthesia Machines . Vendors should review RFQ and are ultimately responsible for ensuring that their quotes fully comply with submission requirements for this RFQ. Each quote shall clearly demonstrate that the Vendor understands both the general and specific technical requirements. Failure to explain Vendor s ability to meet all requirements may result in the Vendor's quote not being considered. The vendor may submit a capability statement to explain technical acceptability. Clarity and completeness of quotes are of the utmost importance. Therefore, quotes must be organized in a practical, clear and concise manner. For a response to this solicitation to be considered complete Vendors must comply with the following requirements: - Any Non-Manufactures shall submit an Authorized Distributor Letter. - The Vendor is required to provide all line-item pricing and Delivery Dates. - The Vendor must be able to provide a price for all the Items listed in the Schedule. - The Vendor must provide Original Equipment Manufacturer Warranty Information. EVALUATION CRITERIA Quotes will be evaluated as Lowest Price Technically Acceptable (LPTA). Equipment minimum salient characteristics and evaluation criteria are listed below: SALIENT CHARACTERISTICS for BRAND NAME OR EQUAL Anesthesia Machine brand name or equal to the Draeger Perseus A500 The following are the salient characteristics that will be used to determine if another brand name is equal to the item that meets this requirements: Anesthesia machine must have earned a five-star (*****) rating from ECRI (Emergency Care Research Institute) Brand name or equal to Dräger s Perseus A500 with anesthesia device that was awarded a minimum of a 5 star rating for the General Purpose area. Minimum providing a heated breathing system that assists to maintain the patient's body temperature. Must provide a heated breathing system that warms the gas delivered to the patient at body temperature. Provide minimum of two ventilation modes that includes: Airway Pressure Release Ventilation (APRV) and the CPAP. CPAP ventilation modes must provide as both in Manual and a Spontaneous mode. Shall provide a pressure-based turbo vent technology Utilizes a turbine-driven or piston ventilator (non bellows) Includes P high and P low (pressure high and pressure low settings, T high and T low (time settings for P high and low) and inverse I:E (Inspiratory: Expiratory) ratio. Provides a heated breathing system that has capability to prevent rainout (moisture accumulation) Minimum providing a heated breathing circuit that has the capability to eliminate moisture and mold. Not use the functions for the filter or a heat and moisture exchange system for the heating breathing system. Minimally allows the clinician to be able to continue to deliver (1) all fresh gases (O2, N2O and Air), (2) agent, (3) monitor airway pressure with a mechanical gauge, and (4) ventilate via the bag during (1) power outage/brown out, (2) battery failure, (3) power supply failure, or (4) circuit board failure. Ability to provide these functions during an emergency induction and/or catastrophic situation where there is a loss of power and backup battery. Can deliver anesthesia and monitor the patient even with the machine turned off or loss of power. Its core design and components are mechanical that will still function in the absence of any electricity or battery, should that scenario present itself. With the loss of central and cylinder gas supplies, brand name or equal to Draeger s Perseus machines that are designed to entrain room air during ventilation in order to effectively function. NOT be bellows-driven that requires gas source. Must be equipped with an APL (airway pressure limitation) valve which is accessible to the user and that it can be pulled up to release breathing system pressure APL valve must allow the provider to rapidly release high airway pressure by pulling-upward on the valve that will immediately releases pressure. Cannot be that the provider/clinician has to spin the APL control to the open position to relieve pressure. Must have compatibility to the existing anesthesia workstations that is the brand name, Draeger Innovian ARK the Anesthesia Record Keeper, that is currently used at the Gulf Coast Veterans Health Care System, that is used for documenting the patient s anesthesia record. Must have the ability and capability to connect to the Draeger Innovian that requires the HL-7 language Must be equipped with a user interface (control panel) and a fresh gas control operating system. Must provide an anti-microbial work surface and provide for ergonomics that include a large work surface, a large top storage tray Ability to integrate the Draeger ARK on the left side of the anesthesia machine, and have the Monitoring Record Keeping - on the right side of the anesthesia machine.
