Purpose: G.V. Sonny Montgomery VA Medical Center | Renovate Chilled Water and Steam Distribution Systems | Project# 586-22-103 In an effort to enhance opportunities for Service Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Architect-Engineer Contract. Project Scope Summary: The G.V. (Sonny) Montgomery VA Medical Center located at 1500 East Woodrow Wilson Drive, Jackson, MS, has a requirement for comprehensive design package for the upgrade and renovation of the entire chilled water and steam distribution systems throughout the medical center. This work includes all the integral chilled water, condensing water, steam supply, and condensate return systems, as well as connected equipment. The extents of the project generally include the cooling tower, chiller plant, boiler plant, mechanical rooms, and all points between. Requested Information: Interested sources are invited to respond to this sources sought announcement by completing the following sections of the Standard Form (SF) 330 A-E Qualifications in the following manner: It is requested that interested parties submit a brief capabilities package. This capabilities package shall address, at a minimum the following: 1. Company Profile: Company profile to include number of employees, annual receipts, number of offices and office location(s), Unique ID number, CAGE Code, and statement regarding small business designation and status. 2. Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, SBA certified WOSB, and/or SBA Certified EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3. Experience: Submit a maximum of five (5) projects worked within the past five years of similar size, scope and complexity as the work indicated. For each of the contract/project submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work; a brief description of how the referenced contract/project relates to the work described; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract.
