This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to issue solicitation 36C25622Q0302 for Urgent and Emergent Homeless Veteran Housing Services (Community Based Residential Treatment/Beds) with Support Services for the G.V. (Sonny) Montgomery VA Medical Center (JVAMC) located at 1500 East Woodrow Wilson Avenue, Jackson, MS 39216. The services for this requirement shall be performed at the contractor s facility located within 25 Miles of JVAMC. The contractor shall furnish all personnel, materials, and equipment to provide services necessary to perform Community Based Residential Treatment/Beds with Support Services to eligible beneficiaries of JVAMC. This requirement will be on a per bed (per Veteran) per day bases (all-inclusive per diem rate). Contractor will reserve at a maximum ten (10) beds per month to house Veterans. It is anticipated that the contract will have a five (5) year ordering period. Services may be required beginning on or about March 23, 2022. The North American Industry Classification Code (NAICS) is 624221 with a size standard of $12.0 Million. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside).
