The Centra... DRAFT STATEMENT OF WORK United States Department of Veterans Affairs Central Arkansas Veterans Healthcare System (CAVHS) Little Rock, Arkansas CAVHS UNARMED SECURITY GUARDS 1. GENERAL: 1.1. The Central Arkansas Veterans Healthcare System (CAVHS) has a need for unarmed security guard services. The Contractor shall provide 10 (ten) uniformed and unarmed level I security guards to augment CAVHS Police Service at the Fort Roots campus and at the John L. McClellan Medical Center: 1.1.1. 2200 Fort Roots Drive, North Little Rock, AR 72114. 1.1.2. 4300 W. 7th Street, Little Rock, AR 72005. 1.2. Additionally, the Contractor shall provide seven (7) uniformed and unarmed level I security guards, whom will each be posted at seven Community-Based Out-patient Clinics (CBOCs) located at: 1.2.1. Pine Bluff CBOC, located at 2906 Market Street, Pine Bluff, AR 72601. 1.2.2. Conway CBOC, located at 1520 Dave Ward Drive, Conway, AR 72032. 1.2.3. Searcy CBOC, located at 1120 S. Main Street, Searcy, AR 72143. 1.2.4. Russellville CBOC, located at 3106 W. 2nd Court, Russellville, AR 72801. 1.2.5. El Dorado CBOC, located at 1702 n. West Avenue, El Dorado, AR 71730. 1.2.6. Mena CBOC, located at 300 S. Morrow Road, Mena, AR 71953. 1.2.7. Hot Springs CBOC, located at 177 Sawtooth Oak, Hot Springs, AR 71901. 1.3. Guards, must be ready to begin work at the following locations and dates (see duty hours, specific to each location in paragraph 8): 1.3.1. Pine Bluff CBOC 3 January 2022 1.3.2. Conway CBOC - 1 November 2021 1.3.3. Searcy CBOC - 1 November 2021 1.3.4. Russellville CBOC - 1 November 2021 1.3.5. El Dorado CBOC - 1 November 2021 1.3.6. Mena CBOC - 1 November 2021 1.3.7. Little Rock and North Little Rock 3 January 2022 1.3.8. Hot Springs CBOC 1 January 2022 2. JUSTIFICATION: The national emergency, created by COVID-19, drives the need for additional security support at our Little Rock and North Little Rock campuses of CAVHS. All CBOCs within CAVHS need to have dedicated security guards on site during clinic hours of operation. Guards have been successful in de-escalating situations, initiating contact with VA Police and local police, and providing a first line of defense for any disruptive and/or criminal incidents. Furthermore, security guards on site can respond to a panic alarm within seconds. The acquisition of a guard force does not displace federal employment. 3. QUALIFICATIONS: 3.1. The Contractor shall meet all certification, registration, and licensure requirements of Federal, State or Local laws regarding operation of this type of service. 3.2. The Contractor shall have relevant and recent (within past 4 years) experience providing the same services described herein. 3.3. Upon request, the Contractor shall provide a Quality Control Plan to demonstrate the Contractor s ability to provide the services required. This plan shall address whether the Contractor has appropriately trained and qualified employees (per the Qualification Standards listed in the SOW). 4. OFFSITE SUPERVISOR: 4.1. A Contractor offsite supervisor shall provide corrective actions directly and indirectly affecting problems with the guards. The supervisor will be available for direct communication with the guards on duty during the entire shift. 4.2. The Contractor shall provide the name(s), telephone number(s), and addresses of the supervisor, in writing, to the Contracting Officer Representative (COR) prior to performance under this contract. The term "supervisor" means a person designated, in writing, by the Contractor, who has authority to act for the Contractor on a day-to-day basis at the worksite or vicinity. The Contractor shall provide the name(s) and contact number(s) for on-site supervisors to the COR. 4.3. The off-site supervisor shall also ensure: 4.3.1. All guard training is complete prior to post assignment. 4.3.2. Guards are fully equipped to perform their daily duties. 4.3.3. Security guards are present for work as stipulated by this contract. 4.3.4. All leave (sick, vacation time, appointments, etc.) are immediately covered (within a reasonable amount of time) by a replacement guard(s); contract invoices will be decreased accordingly during each billing cycle for any lapse in coverage. (i.e., time and attendance record). 5. INITIAL GUARD QUALIFICATIONS: 5.1. Guards performing duties under this contract shall be a minimum of 18 years of age and be qualified as required by local and state laws. All guards must have relevant experience performing the services required in this SOW. Guards will complete internal Contractor-specific training prior to assignment of this contract. Proof of training may be requested by the COR. 5.2. Guards must also pass the state test for Level I Security Guards for the company assigned to this contract and provide proof of training to the COR prior to assignment to this contract. 5.3. Guards providing services under this contract shall not have any criminal record. The Contractor shall conduct their own background checks on their employees prior to ensure suitability of performance under this contract prior to the employee s start date. Upon request, the Contractor shall provide documentation to the Contracting Officer or Contracting Officer s Representative (COR) of these completed background check. Guards shall not commence work until the Contracting Officer receives notification that an investigation has been initiated. 5.4. Contractor or on-site supervisor(s) will contact the COR and provide guards information name. DOB, etc.) in order to obtain Flash badges from the Human Resources Badging office, located at 2200 Fort Roots Drive, North Little Rock, AR 72114, in Building 36. Guards will be required to drive to this location to get their photos for their Flash badges. Guards shall always display/ wear the badge above waist-level and on their outer-most garments to ensure clear visibility. 6. MINIMUM QUALIFICATION STATNDARD FOR GUARDS: 6.1. Education/Experience: All guards must: 6.1.1. Possess a high school diploma or equivalency and have two (2) years experience in security services. Prior/current military background may be acceptable, as determined by the COR. 6.1.2. Be literate in English to the extent of possessing the ability to clearly speak, read, understand and apply printed rules, detailed orders, instructions, and training material. 6.1.3. Demonstrate the ability to construct and write clear, concise, accurate and detailed reports. 6.1.4. Possess the ability to communicate and interact with the public. 6.1.5. Possess the ability to maintain poise and self-control under stress. 6.2. Health and Physical Fitness Requirements: All guards shall: 6.2.1. Be given a physical examination without cost to the Government or the employee, and medical certification attesting to the results of this examination, using the Standard Form 78. 6.2.2. The SF 78 will be completed prior to the first day of VA Police training and should be furnished to the COR, if requested. 6.2.3. Possess binocular vision correctable to 20/30. 6.2.4. Be capable of hearing ordinary conversation at 15ft with either ear without a hearing aid. 6.2.5. Be tested as TB-free and COVID-19-free prior to starting work. 6.2.6. Be in good general health without physical defects or abnormalities, which would interfere with the performance of the duties and functions outlined in this SOW. 6.2.7. Must have negative results from a urinalysis for the presence of illicit drug use. 7. SPECIFICATIONS: 7.1. Contractor shall furnish all transportation, management, supervision, personnel, equipment, and supplies necessary to provide unarmed, uniformed guard services in accordance with all the terms and conditions defined herein. 7.2. All guards working under this contract shall not be considered VA employees for any purpose and shall be considered employees of the Contractor. 7.3. Guards are authorized to park in designated VA employee parking. 7.4. Guards will sign in or contact VA Police Dispatch: 7.4.1. Immediately upon assuming post. 7.4.2. Beginning/ending of the 30-minute meal break. 7.4.3. When they are relieved of duty. 7.5. All Guards must take their meal break and do so off post. Guards posted at CBOCs will use the designated clinic breakroom. Guards are prohibited from taking meal breaks off VA property. 7.6. All guards assigned to the performance of this contract shall wear a Contractor-provided uniform that clearly identifies the individual as a Contracted Guard. The color of the guard force s uniform shirts shall not be a dark blue color, which is used by VA Police. Guards shall present a neat appearance and be easily recognized as Contracted employees. Example: wearing of distinctive clothing such as uniform, badges, patches, etc. Guards shall not wear sandals, flip-flop style footwear, or open-toe shoes and shall follow VA dress guidelines. 7.7. Guards will comply with COVID-specific policies, set forth by CAVHS, (e.g. wearing a mask while on duty, decontamination, PPE wear, etc.) 7.8. Guards will only perform their duties within the jurisdictional boundaries of VA property. If any guard observes an incident, accident, suspicious activity outside of VA property, they will immediately notify VA Police Dispatch and that office will contact the responsible authorities. 7.9. Basic duties include: 7.9.1. Manning static posts, conducting I.D. checks, traffic control and foot patrols. 7.9.2. Monitoring COVID-19 screening stations. 7.9.3. Performing physical security checks with foot patrols in parking lots, parking deck, areas external to buildings. 7.9.4. Providing direction and assistance to VA employees, Veteran patients and visitors. 7.9.5. Providing witness statements, when directed by VA Police. 7.9.6. Protecting the VA employees, Veterans, visitors and government property during emergencies. 7.9.7. Detecting unauthorized access to VA property. 7.9.8. Detecting, preventing and reporting safety incidents (i.e. inoperative lights, leaky faucets, toilet stoppages, broken or slippery floor surfaces, etc.). 7.9.9. Maintaining radio and/or telephonic communication with VA Police Dispatch/officers. 7.9.10. Reporting incidents as well as CAVHS policy violations to VA Police. 7.9.11. De-escalating disruptive patient and/or visitor behavior incidents and contact VA Police. 7.10. CBOC-specific duties include: 7.10.1. Complete a walk-through the patient waiting areas and an exterior check of the clinic to include parking lot(s) upon assuming post. 7.10.2. Patrol the patient waiting areas, treatment areas and parking lot(s) at least hourly. 7.10.3. Complete a walk-through of the waiting areas and treatment rooms to ensure patients have departed the premises, prior to departing at the end of the day. 7.10.4. Complete a daily log of all checks and events that occur during their shift. At the end of the month, all logs will be sent to the COR, via CAVHS mail system. 7.10.5. Respond to panic alarms. 7.10.6. De-escalate disruptive patient and/or visitor behavior incidents on the property and contact VA Police, (501) 257-6550 to inform them of the incident and provide witness information. Contact local police to respond to incidents which fall out of the guard s purview; then follow up with VA Police Dispatch. 7.10.7. Guards must complete an incident report, per the Incident Matrix, and fax to VA Police Dispatch. If an incident requires local police response, the police officer(s) name and badge number(s), as well as a copy of the report will be obtained and sent to VA Police Dispatch. 7.11. Prohibitions include: 7.11.1. No smoking on government property. 7.11.2. No contraband (weapons, alcohol, or illicit drugs) is allowed on government property. 7.12. The following will apply: 7.12.1. Guards will not consume alcohol and/or prescribed medication (which is classified as a narcotic or which is sleep inducing) will not be consumed eight (8) hours prior to duty. 7.12.2. Guards will not be armed with any type of weapon in the performance of their duties, nor will they carry such weapons onto VA property; this includes firearms, OC pepper spray/mace, tasers, batons, knives, brass knuckles, saps, etc. 7.12.3. Guards will not possess handcuffs. 7.12.4. Guards do not possess arrest powers. 7.12.5. Guards cannot write federal or state citations. 7.12.6. Guards will not park in designated Patient Parking when reporting for duty. 7.12.7. Guards will not have access to the VA network. 8. DUTY SCHEDULES: 8.1. Little Rock and North Little Rock Guards will work 8-hour shifts, as needed, 24 hours a day, 7 days a week to include holidays. 8.2.1. Exception: One NLR Day Shift Guard, posted at a back gate. This post is will work an 8-hour shift, with weekends and holidays off. 8.3. Every effort will be made to afford each guard a 30-minute meal break. 8.4. Guards will be provided a weekly duty schedule, by the on-site supervisor(s) stating the location (Little Rock or North Little Rock) and what post they will be assigned. Guards must be flexible, as VA Police manning, scheduled events, incidents, etc. may necessitate a last minute post changes. 8.5. Guards are expected to communicate scheduled/unscheduled appointments, vacations, sick days, etc. with the on-site supervisor as far in advance as possible to prevent gaps in posting coverage. 8.6. Guards are permitted to work a double shift to ensure all posts are covered. Guards will communicate this occurrence to their on-site supervisor(s) and the Contractor to ensure the Guard s pay reflects the hours worked. 8.7. There is no expectation to have guards work overtime. Should an incident occur, requiring overtime, the COR (or designated representative) will immediately notify Contractor with pertinent information and verify the hours of overtime worked by each guard. Overtime/compensation will be handled by the Contractor and the COR. When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday by U.S. Government Agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a legal Holiday. 9.2. When instituted by Presidential Proclamation, a federal holiday may be extended for a day. If so directed and the CBOC will be closed, CBOC guards will not be required to work. 9.3. When inclement weather forces the CBOC to be closed or shut down, the guard will not be required to work or will leave when the CBOC closes early. 10. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: 10.1. VA Police Training section will provide all Guards localized training to include site visits prior to being assigned to a shift and starting work. Training includes instruction on VA statements, reportable incidents, communication with VA Police, types of alarm responses, VA clinical services, special attention to Veteran-related issues, verbal de-escalation, response to incidents, contraband identification, and jurisdictional boundaries. Guards will be trained on duties required for COVID operations in Little Rock and North Little Rock, as well as duties performed at CBOCs. This will give the Contractor and on-site supervisor(s) greater flexibility to ensure all posts are filled for each shift. 10.2. Guard shall be advised of the VA s policies regarding sexual harassment, hostile work environment, anti-discrimination, alcohol and drug-free workplace, smoking on VA property, etc. The Contractor may obtain a copy of this information from the COR. 10.3. The VA reserves the right to update SOPs as required by regulations, policies, procedures or Executive Orders issued by the President of the United States. Most changes should be minor in nature and have no impact on the terms and conditions of this contract. In the event of major changes, the Contracting Officer and COR shall address the issues in writing to the Contractor. As far as possible, the Contractor s staff shall implement any change immediately and address any conflicts or issues through the Contractor to the Contracting Officer and COR. 10.4. Equipment & Supplies: Guards will be given facemasks, and, when needed, PPE should they be required to perform a specific task. 10.5. COR will arrange for all Guards to be issued a Flash Badge as VA identification and general access to certain VA facilities. 11. CONTRACTOR FURNISHED PROPERTY, EQUIPMENT AND SUPPLIES: 11.1. The Contractor shall furnish and maintain in acceptable condition, at no cost to the Government, all items of uniform and equipment necessary to perform the services required herein, (and specified below), and additional items as needed, within reason. 11.2. Communication Equipment: The Contractor may provide a method for immediate communications between the Guard on duty and the Contractor s Supervisor; this can be a cell phone. 11.3. Uniforms: Guards shall always wear professional uniforms while in the performance of his/her duties. The color of the guard force s uniforms shall not be dark blue in color, which is used by VA Police. All Guards performing under this contract shall wear the same color and style of uniform. Appropriately lettered badges, indicating the jurisdiction from which authority is obtained, shall be worn as part of the uniform (providing such authority is grantable under state and local laws). Shoulder/arm patches lettered to indicate the identity of the Contracted guard force shall be worn on either or both shoulders/arms of the uniform shirt and jacket. Identification nametags shall always be worn over the right or left breast shirt and jacket pocket. No other identification of the Guard shall be worn or displayed on the uniform, except for the CAVHS Flash badge. Contractor is responsible for issue of personal gear (i.e. duty belts, flashlights, backpacks, inclement/cold weather gear, notepad cases, etc.) at the Contractor s discretion. 12. QUALITY ASSURANCE: 12.1. The Contractor is responsible for the quality of all work performed under this contract. Any complaints or contract deficiencies identified shall be given a unique tracking number and must be retained by the Contractor for the entire duration of the contract. A report shall be generated by the Contractor containing a description of the complaint; date, time, and person issuing the complaint; internal remedies implemented; and resolution of the complaint or deficiency. All pertinent individuals shall be named in the report, and all complaints or deficiencies shall be remedied within seven (7) calendar days of the notification of the complaint or deficiency. All reports shall be delivered to the Contracting Officer s Representative (COR) upon correction for inspection and validation. A report is not considered closed/corrected until the COR validates such in writing. 12.2. When a deficiency exists, it shall be brought to the attention of the COR, Contracting Officer (CO), and the Contractor. The COR shall retain a copy of each complaint or deficiency provided by the Contractor. 12.3. The COR shall ensure all guards are cognizant of the VA s sexual harassment, alcohol and drug-free workplace policies and the VA s no smoking policy. The Contractor may obtain a copy of this information from the COR. 12.4. Surveillance: The COR shall evaluate the services provided by the Contractor on an ongoing basis through scheduled and random visits/inspections. The COR shall also investigate any complaints lodged against the guard(s). 12.5. Standard: The Contractor shall strictly perform all work required under the terms of the SOW. The COR will notify the Contractor of any deficiencies identified and monitor corrective actions until fully remedied. 12.6. Procedures: When a deficiency exists, it shall be brought to the attention of the COR, Contracting Officer (CO), and the Contractor. The COR shall retain a copy of each complaint or deficiency provided by the Contractor. 13. CONTRACTING OFFICER REPRESENTATIVE (COR): The Government will appoint a COR to monitor the Contractor s performance of this contract. A Delegation of Authority letter shall be forwarded to the Contractor after the contract has been awarded, identifying the individual(s) appointed as the COR(s). 14. CONTRACTOR S RESPONSIBILITIES: 14.1. The Contractor shall maintain personal liability and property damage insurance prescribed by the State of Arkansas and the terms and conditions of this contract. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employee s fault or negligence. Contractor shall comply with all VA safety standards, industry standards, and state & local laws. 14.2. Contractor should maintain a pool of trained guards to ensure little to no lapse in coverage is maintained for the specified duty day. 15. INVOICING: An itemized invoice is required. Contractor has the option to invoice in the arrears after each two-week period or month. Invoices must be submitted electronically via the VA s Tungsten Network. https://www.fsc.va.gov/einvoice.asp 16. SECURITY AND PRIVACY REQUIREMENTS: Guards will have no access to the VA network, police information systems or patient information. The Certification & Accreditation requirements of VHA Handbook 6500.6 do not apply to this requirement; therefore, a Security Accreditation Package is not required. 17. POLICIES AND REGULATIONS: The VA s Policies and Regulations are confidential in nature and cannot be released outside of official VA channels. The VA, however, will provide the Guards with an overview of CAVHS policies, regulations, and SOP s during the VA Police-furnished training. 18. INFORMATION SECURITY: 18.1. The contractor will not have access to VA Desktop computers, nor will they have access to online resources belonging to the government while conducting services. If removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody.  18.2. The contractor will not have access to protected Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody.  All research data available for Contractor analyses is de-identified. 19. RECORDS MANAGEMENT: 19.1. Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion. 19.2. In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation. 19.3. In accordance with 36 CFR 1222.32, Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data. 19.4. Central Arkansas Veterans Healthcare system and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Records may not be removed from the legal custody of Central Arkansas Veterans Healthcare system or destroyed except for in accordance with the provisions of the agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. In the event of any unlawful or accidental removal, defacing, alteration, or destruction of records, Contractor must report to Central Arkansas Veterans Healthcare system. The agency must report promptly to NARA in accordance with 36 CFR 1230. 19.5. The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the [contract vehicle]. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government's behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records and/or equipment is no longer required, it shall be returned to Central Arkansas Veterans Healthcare system control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand-carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4). 19.6. The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and Central Arkansas Veterans Healthcare system guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information. 19.7. The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with Central Arkansas Veterans Healthcare system policy. 19.8. The Contractor shall not create or maintain any records containing any non-public Central Arkansas Veterans Healthcare system information that are not specifically tied to or authorized by the contract. 19.9. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act. 19.10. The Central Arkansas Veterans Healthcare system owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which Central Arkansas Veterans Healthcare system shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20. 19.11. Training.  All Contractor employees assigned to this contract who create, work with or otherwise handle records are required to take Central Arkansas Veterans Healthcare system provided records management training. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training.Â
