The solicitation number is 36C25621Q1505. The solicitation will be available on/about 27 September 2021 on beta.SAM.gov. Prospective offerors are advised that if tentatively selected for award, they must register with the System for Award Management (SAM) (http://www.sam.gov) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. The solicitation will close on/about 29 September 2021. It is the intent of the Government to make one (1) award. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 339113 Surgical Appliance and Supplies Manufacturing with a size standard 750 employees. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) is seeking to identify any vendor capable of providing the reagents for the government owned Leica Bond and Leica Max instruments for the healthcare of our Veterans and eligible beneficiaries of the Department of Veterans Affairs, Gulf Coast Veteran Health Care System (GCVHCS), 400 Veterans Avenue, Biloxi, MS 39531. The reagents needed are used for cancer detection and support physician diagnoses throughout GCVHCS. The Leica Bond and Leica Max instruments require Leica proprietary reagents. Please respond to this notice if you can provide the exact reagents for the Leica Bond and Leica Max instruments. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). 6. Distributors: You must provide proof that your firm is an authorized distributor of the product. The VA does not accept grey market items. Grey/gray market also known as a parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer.
