All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS CODE: 562119 Other Waste Collection. PRODUCT/SERVICE CODE: F108: Environmental Systems Protection Environmental Remediation. The size standard is $41.5M. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the GSA or FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please read the PWS carefully before responding to this RFI. Period of Performance: Base plus Four (4) Option Years. SPECIFIED REQUIREMENT: Network Contracting Office 16 (NCO16) is seeking sources for a potential contractor to perform the following type of service for Pharmaceutical Waste Collect, Transport and Disposal Services (see attached SOW listed below for details). DRAFT STATEMENT OF WORK FOR Pharmaceutical Waste Collection, Transport and Disposal DESCRIPTION OF SERVICE. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform collection, transport, and disposal of pharmaceutical waste, hazardous and non-hazardous, at the Gulf Coast Veterans Health Care System, 400 Veterans Ave. Biloxi, MS 39531. The contractor shall perform to the standards of the contract and comply with all local, state, and federal regulations. Pharmaceutical waste shall be weighed and documented on a quarterly basis and transmitted to the GEMS (Green Environmental Management Systems) Coordinator at the GCVHCS. The period of performance is date of award through 09/30/2021. This contract is for a base with 4 option years, evaluated annually. TYPES OF PHARMACEUTICAL WASTE. The bulk of Pharmaceutical waste generated will be unused, expired, or contaminated pharmaceutical pills, patches, and other forms of pharmaceutical waste from the locations listed in Table 1. Additional pharmaceutical waste items generated may include P-listed and U-listed medication classifications deposited by healthcare employees into collection bins; black (hazardous) and white with blue top (non-hazardous) plastic containers. 1.1. COLLECTION REQUIREMENTS. 1.1.a. Container Collections. Collection containers will be 3-gallon size for Hazardous Waste (black) and Non Hazardous waste (white with blue top) and 12-gallon plastic type (white with blue top) for Non Hazardous Waste collection in Pharmacy and Safety Hazardous Waste Shed locations. Containers for collection of hazardous drugs will be labeled in accordance with MDOT and MDEQ regulations for transport by the contractor. 1.1b Frequency of pick up: The contractor shall conduct site visits of critical areas quarterly to include ICU (Bldg. 3, 4th floor), Acute Inpatient Unit (Bldg. 30, 4th floor), Mental Health inpatient unit (Bldg. 25 2nd floor), and the Emergency Room (Bldg. 3, 1st floor), Outpatient Pharmacy Bldg. 3, 1st floor, and Inpatient Pharmacy, Bldg. 1, 2nd floor, picking up collection bins and replacing with empty bins. Quarterly pickups will be made the months of November, February, May, and August. On a semiannual basis all other areas with collection bins will be visited. At the time of the semiannual collection, any bins with materials will be picked up and replaced with empty bins. Semiannual pickups will be conducted in the months of February and August. Additionally, there may be materials awaiting pickup in the Safety Office Hazardous Waste shed, depending on volume in clinical areas for that quarter. If during the scheduled quarterly or semiannual pickup, bins are empty or less than ¼ full, they may remain in place. The COR can approve change in date upon request in advance. 1.1b Location of pick up: The contractor shall conduct site visits for pickup of pharmaceutical waste at the locations specified in Table 1. The contractor shall place replacement container at same location where the pharmaceutical waste was picked up (exception is the Safety Hazardous Waste Shed) and it should be the same type of bin (i.e. white or black plastic container). All containers will have tops that secure and will be plastic material (leak proof and wipeable on exterior). 1.2. Inclement Weather Schedule. The contractor shall collect pharmaceutical waste material during periods of inclement weather. In cases of severe weather, the contracting officer may authorize exceptions. When exceptions are granted, the contractor shall make all missed collections within 24 hours after the severe weather has terminated, unless the contracting officer authorizes additional time. 1.3. Holiday Pick-up. The contractor is not required to provide services on Federal Holidays. 1.4. Government-Approved Containers. Collection of materials in all areas shall be from contractor-provided, government-approved containers, described above. 1.5. Waste Manifests. Original manifests will be signed at pickup and submitted to VA personnel after final disposal. Invoices provided shall reflect the poundage of containers by type hazardous vs. non-hazardous pharmaceutical waste and number of containers of each type (i.e. # lbs. of pharmaceutical waste by container type and size). 1.6. Disposal of Pharmaceutical Waste. The term pharmaceutical waste for purposes of this contract shall mean: pharmaceutical materials accumulated and collected by Gulf Coast VA for which an alternate disposal method is not available. Disposal of pharmaceutical waste materials via landfill or incineration shall be the responsibility of the contractor and any tripping fees and/or hauling expenses associated with these wastes shall be the responsibility of the contractor and at no expense to the Government outside of this contract. 1.7. EQUIPMENT/VEHICLES. All vehicles used in performance of the contract used on this station shall meet state regulations for safety and licensing. All equipment and vehicles used in the performance of this contract shall be in good operable condition and meet the local, state, and federal safety requirements. 1.8. EQUIPMENT. No government furnished equipment shall be provided except the designated space to place the containers. 1.9. PERSONNEL. 1.9.1. The contract manager or alternates must be able to read, write, speak, and understand English. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. 1.9.2. The contractor shall ensure that all employees and/or subcontractors have current licenses for the appropriate vehicles and as required for handling pharmaceutical waste materials. The contractor s vehicles shall be maintained with current and proper state inspection and registration. 1.9.3. Employees with criminal records shall be immediately identified on an individual basis to the Contracting Officer. 1.9.4. Traffic Laws. The contractor and their employees and/or subcontractors shall comply with Gulf Coast Veterans Health Care System traffic regulations which comply with federal law. 1.9.5. Weapons, Firearms and Ammunition. Contractor employees and/or subcontractor are prohibited from possessing weapons, firearms and/or ammunition on themselves or within the contractor-owned/leased vehicles while on this federal installation. 1.9.6. Hazardous Pharmaceutical Materials Handling. The contractor shall comply with all federal, state, local and Gulf Coast Veterans Health Care System policies concerning the handling of pharmaceutical waste. The contractor shall be responsible for the safe handling of all potentially hazardous materials while on this federal installation. In the case of a release of a hazardous waste or material into the environment, the contractor shall initiate clean-up and notify the GEMS at phone number 228-523-4611 or 228-523-5017. Hazardous waste or material will be defined as any substance listed as having characteristics if flammability, corrosivity, reactivity, toxicity, or contains any listed constituents, or otherwise harmful to personnel and/or the environment. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor, and experience to perform the scheduled and unscheduled pharmaceutical waste collection, transport and disposal as described above. Include experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address.
