1. This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16 at 2002 Holcombe Boulevard Building 100 Houston Texas 77030 to identify sources that are capable of providing LRP database management subscription services or equivalent for 270 subscribers. The Government anticipates award of a 12 months base year with four one-year options for the Department of Veterans Affairs Gulf Coast Veterans Healthcare System 400 Veterans Ave. Biloxi, MS 39531. 2. Subscription services must include the following capabilities: Ability to equip managers and supervisors a go to source for answer to employee problems in Federal occupations. Function must include scenario based interactive videos. Provide best practices and proven strategies for handling common workplace challenges. Promote actions to address performance and conduct issues that lead to resolutions. Provide improvement recommendations to service line management that may include, but not limited to training, improve business processes, and lessons learned. Align services to updated Gulf Coast Veterans Health Care System policies and procedures, function must allow upload of agency documents such as collective bargaining agreements, agency directives, and forms. Six or more times a year provide training to Federal staff. Send automatic alerts of database updates. 3. If this is a subscription service your business can provide, please respond to this Sources Sought Notice by 3:00PM CT not later than 2 June 2021. 4. The intent of this notice is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. 5. Please respond to this notice if you can provide the exact subscription services listed above. In the response please cite your business size status. a. If you have an existing GSA or VA, Federal Supply Schedule contract, please provide contract details in your response. b. DISTRIBUTORS: You must provide proof that you are an authorized LRP distributor. 6. Please respond to this notice if you can provide subscription services that may be determined EQUIVALENT to the products listed in the section 2. Please provide details on the proposed EQUIVALENT services such as Function Name, Item Number, and Description. Equivalent services must provide the same services listed above in paragraph 2, if respondents capability do not include all the services above, this procurement may be sole sourced to the suggested source. If your company is a small business and can provide the same or equivalent services, please respond to this notice. 8. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). 9. Please note that if no responses to this notice are received from vendors capable of providing the required subscription services, this requirement will sole sourced to LRP. 10. All businesses eligible to provide these services are encouraged to reply as this information may be used to determine potential set-asides for the above-noted requirement. 11. This notice meets the requirements of FAR 5.201 notice of proposed contract actions.
