This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. If/when this requirement is solicited there will only be a limited time window to address contractor solicitation questions. It is recommended that interested, eligible contractors (who are examining this notice and who have questions) submit these questions along with their response to this notice. The submission of questions by contractors is encouraged as it will allow the government to further define and clarify this procurement if there is ambiguity. REQUIREMENT DESCRITPION: The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses (SDVOSB), or Small Businesses (but will accept other than small business for market research purposes), capable of providing Satellite TV Services and Equipment, for the G.V. (Sonny) Montgomery VA Medical Center located at 1500 E. Woodrow Wilson Drive, Jackson, MS 39216-5199 See DRAFT Statement of Work for detailed description of services. The NAICS code is 517410Â Satellite Telecommunications and the Size Standard is $35 Million. Responses must be received no later than 10:59 PM Central Time, Wednesday, September 2, 2020. (Sonny) Montgomery VA Medical Center Jackson, MS 39216 Satellite TV Services for Veteran In-patient Rooms Statement of Work-Draft Contractor to provide Satellite TV services for 175 In-patient rooms, Building One, at the Jackson VA Medical Center located at 1500 E. Woodrow Wilson Dr. Jackson, MS 39216. The period of performance is for October 1, 2020 through September 30, 2021 with four (4) option years. This is to include a new equipment upgrade consisting of: A single rack mounted set top box with the ability to provide a television service signal of multiple channels to multiple televisions thru the existing coaxial television cable distribution network All headend equipment will be purchased upfront in the first year of the contract and will be owned by the facility. The equipment rack is to be located within 30 of Property Management and Network Systems with HVAC, power and space for servicing equipment. Satellite dishes to be mounted, within 30 of cabling point of entry to building & no more than 150 of unobstructed cabling. A physical site survey should be made to verify the existing wiring and infrastructure compatibility with new distribution equipment. Distribution equipment will be located per facility needs and may require additional cabling which is to be provided by vendor. Television signal will be provided by the vendor thru a service provider i.e. Dish, Dish Network, Cox, etc. Contractor Responsibilities: The means of delivery to 175 in-patient rooms is FTX coax. Contractor shall provide a Channel Lineup suggested list. Contractor shall provide one channel designated for internal VA Channel broadcast signal: The Veterans News Network. Contractor shall be responsible for troubleshooting all equipment failures and shall notify the VA Contracting Officer for any disruption of cable service, which may exceed 48-hours from the original service call. Contractor must notify and provide verbal or detailed written service report to the VA Contracting Officer for any disruption of service, which exceeds 48-hours from the original service call receipt Any defective satellite equipment, cabling found outside the buildings shall be repaired or replaced by the Contractor. Any defective cabling found within the buildings shall be repaired or replaced by the Government. All parts and labor are covered under this plan, as stated above. If field technicians are unable to repair faulty equipment outside the buildings, and the contractor is non-responsive within 72-hours from original service call, the Government reserves the right to contract for repair service with another provider. Any repair service fees charged by an outside provider will be passed along to the contractor and shall be deducted from their monthly invoice (outside charges shall be deducted appropriately within the timeframe service was disrupted). Customer service support is to be available via telephone 24 hours a day, 7 days a week, 365 days a year. Any new equipment provided for the in-patient rooms should have at least a 2-year manufacturer s warranty.
