B.3 STATEMENT OF WORK External Digital Messaging System Central Arkansas Veterans Healthcare System 2200 Fort Roots Drive North Little Rock, AR 72114 598-20-4-857-0040 BACKGROUND: The ability to rapidly provide actionable information, evolving changes to clinical schedules, health & wellness messaging, and facility information is critical to Central Arkansas Veterans Healthcare System s patient and staff communications strategy, especially during an on-going pandemic. External Digital Messaging Systems offer an easy and effective method to spread information to a wide audience on a near-instant basis. This system facilitates an environment of education, strategic messaging, and awareness of specific health-related topics and requirements before key audiences enter either the John L. McClellan Memorial Veterans Hospital in Little Rock or the Eugene J. Towbin VA Medical Center in North Little Rock. A key element for the External Digital Messaging System is to promote improved access for Veterans and staff, information for all Veteran services as well as Whole Health & Wellness, the Veteran experience, Veteran resources, community partnerships, and staff access to the Whole Health & Wellness environment of care. Requirements for the system include two exterior digital video sign boards, mounting hardware, installation, a non-ITO system computer, and graphics/imaging/video software. No privacy information, Personally Identifiable Information (PII), Personal Health Information (PHI), or sensitive information of any type will be displayed on any public information system. SCOPE: Contractor shall provide the following commodities: One LED Video Display, 2 11 x 6 9 to fit into existing cabinet on bottom section of sign monument at the corner of 1st Street and Cypress Street on the campus of Fort Roots, North Little Rock. McClellan Memorial Veterans Hospital, Little Rock. Photo 8.B Boards must adhere to the highest standards of LED quality and reliability in outdoor operations. High Definition pixel layout should be in line with standard SMD technology, using enhanced color blending and minimized color shift at off angles. HD pixel layout should interleave lines of resolution. LED modules should be fully sealed front and back with IP-66 rated components, inputs and outputs to protect against moisture, pollution, humidity and salt. Content management for the LED Video Displays must be web-based and provide a 24-hour, continuous feed with the ability of CAVHS content managers to upload video, images and messages from any non-ITO computer, smart phone or tablet where the internet is available and secure, and without additional software installations. The CM must allow for multiple authorized user access, able to control multiple displays that share content and schedules, provide drag and drop media library access, pull in external data feeds, and allow for display monitoring from any device without additional software installations. The web-based CM must also integrate with local emergency alerts such as meteorological, safety, fire, environmental, transport and Amber Alerts. The CM must be hosted on a secure data center with multiple firewalls All information exchanged between vendor and VA subscriber must be encrypted for security purposes. If remote connection is interrupted the boards will still play cached content. Provider will offer IT support at any time via internet or phone. The LED Video Displays will be on a five-year warranty on parts. A grounding lug will be provided to alleviate issues from power grid situations and nearby lightning strikes. One stand-alone, non-ITO (government) computer system with minimum of: 5k display 3.7GHz 6-core Intel Core i5 processor 16GB Ram 2TB Fusion Drive Radeon Pro 580X 8GB Video Ram Adobe Master Suite Software Subscription (yearly). The LED Video Displays are to be processed by CAVHS property management staff prior to installation and in coordination with CAVHS Engineering Service. The stand-alone computer system and software subscription are to be processed by CAVHS property management staff and assigned to Director s Office COR for use by Public Affairs Office. All work shall be accomplished during normal business hours (8:00 am to 4:30pm) Monday thru Friday. Complete turnkey internet-based content management system with cellular access to displays, on-line training for content managers, and 24-hour IT support via internet or phone. SPECIAL WORK REQUIREMENTS: The regular work hours for this facility is Monday through Friday, from 8:00 am to 4:30 pm (CST), excluding Federal Holidays. All maintenance shall be provided during the regular business hours of this facility. Ten (10) National Holidays are observed by the Federal Government, i.e., New Year s Day, Martin Luther King s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day, and any other day specifically declared by the President of the United States to be a National Holiday. The Contractor is not required to perform courier services on National Holidays. The contractor s representative will schedule all work with the Engineering Service facilities representative.
