1 The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number 36C25620Q0665 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05 effective February 27, 2020. The NAICS code is 541620 and the size standard is $16.5M. This requirement is for a 100% set-aside Service-Disabled Veteran Owned Small Business (SDVOSB) and will be firm-fixed-price. Offerors may be required to provide information to demonstrate that at least 51 percent of the cost of personnel for contract performance will be spent for employees of the SDVOSB concern or of other SDVOSB concerns. The closing date for this notice is 12:00 PM CST June 19, 2020. The requirement is for the following: The contractor shall provide all labor, tools, materials, equipment, and supervision necessary to perform all work associated with Legionella testing and water plan management services for the Gulf Coast Veterans Health Care System, Biloxi, MS. Services shall be provided, in accordance with the terms and conditions of the contract, as needed. (See Scope of Work for additional detailed information.) Contractor to provide services in accordance with terms and conditions of the contract for the period of Oct. 1, 2020 through Sep. 30, 2021, with the option to extend services, if needed. To be eligible for award of a contract, vendor must be actively registered in the SAM database (https://www.beta.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items.
