Pineville, La. 71360 INSTALLATION OF ANY AND ALL FIRE ALARM DETECTION DEVICES SHALL BE INSTALLED AND PROGRAMMED BY A CONTRACTOR WHICH MAINTAINS A CURRENT EDWARDS SYSTEMS TECHNOLOGIES EST-3 DEALER AUTHORIZATION, CURRENT EDWARDS SYSTEMS TECHNOLOGIES FIREWORKS NETWORK CERTIFICATION, AS WELL AS A CURRENT UL LABORATORIES® ISO 9001 CERTIFICATION. DEVICE PROGRAMMING SHALL INCORPORATE ESTABLISHED VISUAL DISPLAY AND AUDIO VERBAGE LABELLING AND MESSAGING WHICH INCLUDE BUILDING NUMBER, FLOOR NUMBER, AND ZONE IDENTIFIER. CONTRACTOR SHALL PROVIDE INFORMATION WHICH VERIFIES THE PAST PERFORMANCE IN THE INSTALLATION AND MAINTENANCE OF NO LESS THAN THREE (3) PREVIOUS EST-3/ EST-3 NETWORKS INSTALLATIONS. Contractor must be a certified Fire Works fire alarm repair company. Contractor must give a written schedule of work to include times and buildings that work will be performed in. Work will be completed between the hours of 8am and 4:30pm M-F No holiday, weekend or after hours work without prior authorization. Work is not limited to any one building on campus to include quarters Contractor is responsible to meet all NFPA codes. Contractor is responsible to meet all OSHA codes. Contractor is responsible to meet all NEC codes. Contractor must supply all tools, ladders and materials to complete project This includes all rental tools and lifts etc. that may be required for this project. Contractors are responsible for all ceiling tiles that their technician may break or damaged during the fire alarm repair. Contractor is responsible to report all Danger or Life safety issues to the Fire Chief or Fire dept. immediately when discovered. Contractor shall meet all VA contractor regulations and must follow them at all times. All contractors must always have VA contractor badges in clear view while working on VA property. All contractors must wear safety vest while working on property and hard hat when working overhead. Contractor must have the VA Fire Department conduct an above the ceiling survey anytime the contractor works above the ceiling and penetrates a wall or floor above or below the current floor they are working on. The survey must be done before the ceiling is closed. All ceiling must be closed within a 4 hours or an ILSM must be requested by the contractor from the VA Fire Dept. All ceilings must be closed before the end of the day. No more than 4 ceiling tiles should be removed at a time in each work area. Contractor must notify the VA Fire Dept. before any work is started each work day and when work is finished each work day. If new wiring is put in place it must be in code compliant conduit and must meet the latest edition of the NFPA and NEC code with junction box lids marked with a red cover with a large white F that is visible Contractor must ensure that all panels are locked and secured, and all J boxes closed before work is completed each day. Contractor must check in daily with the fire dept before any work is started. Installation of new devices must have wiring placed in red conduit. Work to be completed ALL troubles must be cleared from the fireworks system before the project is considered complete. It is up to the contractor to review all trouble before placing a bid. Contractor will be held responsible for any new troubles that occur from the time the project is awarded until completion and project is closed. This will include all parts needed to remove troubles. Contractor will not be allowed to remove parts or place resisters to eliminate troubles in the system. Programing of the system and each device shall be completed by the contractor at the time each building is completed or at a time that is convenient but will not disrupt service or send trouble signals at the time the contractor has completed work for the day. All signals must give the correct location and building location Contractor is reasonable to test every device that is installed and test must be verified by the VA fire department. All work must carry a 1-year parts and labor warranty. All batteries must be replaced in the entire system with the same size or bigger batteries of the current system. This includes but not limited to panels, sub panel boxes and power supplies. All panels must have a new inspection tag indicating no deficiency in the panel and the proper year of the inspection. Upon completion all audio voice messages must announce correctly for the building that has the emergency and the correct message for the outline buildings. Contractor will be required to supply all parts such as but not limited to, smoke detectors, modules, pull stations and boards for panels. This is an all-inclusive contract to bring the system back to a normal or ready state. Complete 100% system testing of all devices. Testing will also include the AED cabinets that are tied into the fire alarm system. Each device must be listed on test sheet with item number and location and test results. Testing will include all buildings and all devices. All testing paperwork must meet NFPA and VA requirements. After devices must pass testing. The fire department will only be involved in testing to let contractor into spaces that the key issued to the contractor will not allow access. *TESTING WILL BE OF EVERY ITEM AND DEVICE TIED INTO THE FIRE ALARM SYSTEM, NO EXCEPTIONS Following devices must be added, program and tested.
