The Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System (SLVHCS), headquarters located in New Orleans, LA, is seeking non-personal services contract to provide two (2) board certified/board eligible mental health locum tenens psychiatrist for SLVHCS and five Community Based Outpatient Clinics within SLVHCS catchment area. These psychiatrists will provide mental health therapy, assessments, and medication management for Veterans at these locations. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Services will be redirected as needed in accordance with all terms, conditions, provisions, and the schedule of this solicitation from the effective date with options to extend this proposed contract. A background investigation is required. VA experience is preferred. The VA anticipates issuing a solicitation for this requirement on or about December 2, 2019 with a closing date for proposals on or about January 6, 2020. The solicitation will be available for download from www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The Government anticipates making a firm-fixed price contract for this requirement. North American Industry Classification System (NAICS) Code is 561320 and size standard is $27.5 Million, and the solicitation will be issued for SDVOSB (set-a-side). All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov and submit their complete Annual Representations and Certifications (ORCA) via online at https://orca.bpn.gov at proposal due date/time.
