Page 1 of 17 The Department of Veterans Affairs Network Contracting Office 16 is seeking sources capable of providing Medical Journals Subscriptions (printed and online formats) as detailed in the Statement of Need below for the Jackson VA Health Care System, located in Jackson, MS. The acquisition will be accomplished using commercial item procedures in accordance with FAR art 12 & 13. The North American Industry Classification System (NAICS) is 511120. Any source wishing to identify their interests and capability to provide this service must provide interest information by notifying the Contract Administrator no later than 10:00 AM Central Standard Time, November 21, 2019. Such notification must include any documentation that includes proof of capability to accomplish the requirement. Page 1 of 2 STATEMENT OF NEED (SON) Subscription Services Procurement of Medical, General, and Administrative Journals (Print and On-line Format) FCP 093 Library Service (CY2020) Access shall be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. For remote access, product should be Athens accessible. An unrestricted number of simultaneous users shall have immediate access from any web-enabled computer within VA. It is required that all authorized remote users with VPN access have access to the product. Journals shall be maintained with the most current issues available with no embargo period. The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows 10 environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VA users nationwide. System downtime is minimal and VA project manager is notified when such occurs. For VA customer service issues, there should be a single point of contact. Usage statistics are available to the Program Manager (Bettie Townsend) on a local level for GV Sonny Montgomery Medical Center, Jackson MS. The product shall be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry. Product shall be 508 Compliant. Products and services purchased under this solicitation shall only be for official Government use. Specify if any, or all, of the journals subscriptions are under FSS and GSA contract and include such contract number and expiration, or indicate if they are open market.
