Page 1 of 17 The Department of Veterans Affairs Network Contracting Office 16 is seeking Service Disabled Veteran Owned Business, Veteran-Owned Small Business (VOSB) AND/OR Small Business (SB) sources capable of providing brand name or ERBE APC Argon Plama Coagulator and accesories as detailed in the Statement of Work below for the Central Arkansas VA Health Care System, located in Little Rock, AR 72205. The acquisition will be accomplished using commercial item procedures in accordance with FAR art 12 & 13. The North American Industry Classification System (NAICS) is 339113. Any SDVOSB/VOSB/SB firm who wishes to identify their interests and capability to provide this service must provide interest information by notifying the Contract Administrator no later than 11:00 AM Central Standard Time, April 04, 2019. Such notification must include any documentation that includes proof of capability to distribute the equipment required. B.1 STATEMENT OF WORK (SOW) Scope and Purpose The VA South Central Veterans Health Care Network (VISN 16) Central Arkansas VAHCS requires a Argon Plasma Coagulator used for argon plasma coagulation during snare polypectomy, sphrincterotomy during ERCP, and AXIOS stent placement for cyst-gastrostomy. Specific Requirements Functional Characteristics: The required Argon Plasma Coagulator is comparable to Erbe APC 2 Argon Plasma Coagulator, APC pressure reducer, VIO Cart w/ footswitch; VIO 300D Electrosurgical unit, Endo Cut IQ upgrade, VIO two-pedal footswitch, and must have the following salient characteristics: Automated power regulation adjustment Three-stage cutting mode consisting of: Incision stage: heats the tissue in the immediate vicinity of the cutting wire to 100 degrees Celsius which leads to a tiny initial coagulation of the tissue prior to the actual cutting stage Cutting stage: Development of electric arcs between the tissue and the cutting wire of the active electrode. Arcs voltage >200 volts and generated as soon as the vaporization of the liquid in the tissue creates a small gap. The reproductible cuts are detected by an algorithm that is proprietary to this model. The algorithm ensures that the length & quality of the cut can be reproduced. Coagulation stage: Tissue is prepared for the next cutting cycle to ensure various levels of hemostasis prior to any subsequent cut. System should cycle between the three cutting modes but be controlled based on the predefined setting selected by the provider. Must have Pulse APC capability Must have Precise APC capability Must have filter-integrated APC probes in order the prevent backflow of contaminants into the system.
