The VA is conducting market research through this Sources Sought Notice, not a formal solicitation, to identify qualified businesses capable of providing third-party pharmacy benefit services for a First Fill Prescription Voucher Program serving eligible Veterans. The contractor would dispense new, no-refill prescriptions through a geographically accessible pharmacy network with 24-hour, extended evening/weekend, and holiday coverage, adhering to VA emergency formulary, generic substitution, day-supply limits, reporting, privacy/HIPAA, security, and quality requirements. Services will support the Robert J. Dole VA Medical Center in Wichita, KS, its associated Community Based Outpatient Clinics, and Home Based Primary Care programs, with additional facilities potentially added during the contract term. The period of performance is a base year from 01/04/2027 through 01/03/2028, plus two option years through 01/03/2030, exercised at the Government’s discretion. Reimbursement would be based on Average Wholesale Price discounted by an applicable percentage plus a dispensing fee, subject to certain public/lowest third-party plan price limits.
