This Sources Sought Notice is a Request for Information (RFI) to determine the availability of small business firms for a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside for Construction Services. The Department of Veteran Affairs Network Contracting Office (NCO) 15 is conducting market research to determine potential sources having the skill, capabilities, experience, and bonding capacity to perform construction services. No award will be made from this Sources Sought Notice. No solicitation, specifications, or drawings are available. All responses will be used to determine the appropriate acquisition strategy for an anticipated future acquisition. Eligible participants are limited to: Service-Disabled Veteran-Owned Small Business (SDVOSB) This market research is for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for the Department of Veterans Affairs. The MATOC will provide construction services to VISN 15 for the following medical centers located in: Kansas City, MO; Wichita, KS; Topeka, KS; Leavenworth, KS; St. Louis, MO (two medical centers); Marion, IL; and Popular Bluff, MO. The MATOC is for construction work including (but not limited to): new construction, renovation, alterations, and repair of buildings, structures, and other real property at these locations. Typical work includes (but is not limited to): interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, and other related work. The North American Industry Classification Code (NAICS) is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $45.0 million. Interested parties must provide proof that the company is a SDVOSB company eligible per the requirements of VAAR 819.70, a small business concern under the NAICS Code 236220, and is listed as a verified SDVOSB in the VIP database (http://www.vetbiz.va.gov/). Small Business Concerns are reminded that they must comply with Title 13 Code of Federal Regulations (CFR) Part 125.6 and FAR 52.219-14, Limitations on Subcontracting. All work will be in accordance with individual task order requirements, specifications and drawings provided with each project. The intent is to award between 10 and 20 individual companies a contract for a period of one (1) year with up to four (4) annual options. Task Orders will range from $500,000.00 to $7,000,000.00 The total of individual task orders placed to each contractor shall not exceed $50,000,000.00 for the life of the contract. Capability Statement: Interested contractors will provide a response to the following and the response is limited to 10 pages: (1) Company name and address, point of contact with phone number, and Unique Entity Identifier (UEI); (2) A positive statement of your intention to submit a proposal for evaluation when the solicitation is posted; 3) Documentation relating to capability of performance of multiple multi-trade construction projects (including references with current point of contact and phone number); (4) Company s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company (Surety); 5) Offeror's capability to perform a construction contract at an active hospital or medical center, ranging between $2,000.00 and $7,000,000.00 within the past 5 years. Provide at least three examples where the contractor was the prime (lead) contractor with a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. 6) Offeror's Joint Venture information if applicable.
