SUMMARY OF CHANGES Factor 2 starting on page 9 is deleted in its entirety and Calculation of Self-Performed/Subcontracted Work starting on page 14 is deleted in its entirety, they are both replaced with the following: FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE OF PRIME CONTRACTOR. To be Technically Acceptable, offerors must provide evidence that the Prime Contractor has the technical qualifications and experience needed to meet the technical performance requirements of this project. Offerors must submit no less than TWO (2) and no more than THREE (3), examples of their successful technical construction experience with projects that involved technical requirements similar in scope and complexity to the requirements of this project that were previously awarded and are 100% complete. The construction project submitted must demonstrate: A. Construction work at a hospital or medical facility, as a prime contractor that is similar in scope and complexity to the work required under this project; (NAICS Code: 236220 Commercial and Institutional Building Construction Contractors). Substitution of subcontractor experience is not allowed. Offers which present subcontractor experience shall not be considered for award. B. Work of a dollar magnitude equal to, or greater than $800,000.00 C. Work that was of a similar nature in scope and complexity of work for this project. This is defined as work performed at a Patient Care Area of an active and occupied Hospital or Medical Facility. If an offeror chooses to submit experience that was not conducted at Patient Care Area of a Hospital or Medical Facility, they must explain how the nature and complexity of the work conducted involved technical construction requirements equivalent to that described in the Plans & Specifications of this solicitation. (1) The name and location of the construction project; (2) The performance period, including the starting and completion dates; (3) The total cost of the project in dollars; (4) The percentage of total labor self-performed by the offeror's employees. (5) A brief description of the construction project scope of work, which explains how the project involved work as a prime contractor involving construction work that was technically similar in scope and complexity to the project work under this Solicitation. (6) Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable). If Reference cannot be verified, then the proposal may not receive further consideration. (Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet the specific requirements of Factor 2A and 2B in order for the teaming arrangement to be deemed acceptable. Subcontractor experience will not be considered.) Dole VA Medical Center and will consist of, but is not limited to, the following improvements: The Wichita VAMC Repair Site Utilities Phase I This project will correct deficiencies associated with an aging sanitary sewer system largely made up of cast iron (CI) and vitrified clay pipe (VCP). The work involves thorough cleaning of the existing pipe segments prior to relining with a PVC liner. As part of the pipe lining process, some manholes will require repair or replacement. Bypass pumping will be required during the cleaning and installation process. Additionally, the existing pipe from manhole #8 will be replaced and relocated to a location approximately 250 downstream in order to allow for sufficient pipe slope to intercept the existing 8 pipe between manholes #10 and #12 Normal Working Hours are 0700 to 1600, Monday to Friday. For working outside these hours requires prior written approval from the COR. Due to the work site location, it is anticipated that some off-hours work will be required to perform this project work to manage noise and vibration impacts to Veterans Patients and Medical Staff performing care. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits Health Care and Information Technology Act of 2006, this project is a total set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The estimated magnitude of the resulting construction price range is estimated to be between $1,00,000.00 and $5,000,000.00. The North American Industrial Classification System (NAICS) code is 236220, Commercial and institutional Building Construction, small business size standard of $45 Million in average annual receipts for the preceding three years.
