All information received in response to this RFI that is marked as proprietary will be handled accordingly. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 513210 (size standard of $47.0 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following,: HRO Demonstration Platform via Web-Based Application REQUIREMENT: A digital online employee focus group engagement platform that allows Executive Leaders to organize many voices at once, and have enhanced, focused conversations at scale that includes the ability to create and send targeted customizable questions, crowdsourced voting, prioritized real-time results, visual data and infographics and trend analysis dashboards about feedback obtained through an anonymous and transparent electronic process either thru email, text, or on-demand tablet. Utilization of push/pull technology for employee engagement will allow organizational leaders to conduct real-time crowdsourcing of ideas/feedback with groups of employees and receive their direct input and insights as a HRO engagement process. PERFORMANCE REQUIREMENTS: A real time enterprise pulsing/digital focus group platform that will give VA Heartland Network - VISN 15 the ability to significantly improve employee engagement. Through the use of the platform, employees and administrators at VISN 15 will be able to: Have an enterprise digital focus group platform that includes qualitative voting functionality based on statistical analysis which provides a rank ordered list of the most impactful solutions to drive the best clinical, operational, cultural, employee, Veteran, and business-related outcomes. Real time crowdsource anonymized input of ideas from various workgroups, locations, and by service/manager. Capture and share the actionable, crowdsourced insight in real time to leverage organizational intelligence. Coordinate multiple/concurrent pulses/digital focus group Add gamification through the Dialogue pairwise voting process. Have a cloud storage for data. Use multiple computing platforms. Able to hide specific data elements based on security roles. Able to hide demographics filters based on security roles. Able to monitor action planning, create accountability and ensure improvement. Immediately available, downloadable infographic provides data summary, rank ordered impact solutions and qualitative comment theme analysis for presentations or easy sharing. Filterable leaderboard shows crowdsourced answers in order of priority to determine most impactful solutions. Customizable level of transparency. Individual leader reporting based on location and organizational structure. Ability to recognize patterns with benchmarking data. Ability to configure screen with VA logos. Data results displayed in real-time and prioritized based on votes. Data from multiple years can be displayed. Crowdsourced feedback data displayed in multiple formats, tables and graphs and graphics to include heat maps to identify greatest opportunities for improvement. Data is exportable to include organizational results comparison by demographics (e.g. Location and Division). Disseminate pulses to the employee base via email link, the platform software system, intranet, and webpages. These pulses can be accessible via smartphone, tablet, computer, and laptop. Use of the platform question library to simplify pulse/digital focus group creation. Ability for Customer to create metric (Likert Scale, Yes/No, and Net Promoter Score) questions along with crowdsourced open questions that validate behaviors, create alignment, drive accountability, and help improve areas of organizational performance, including, but not limited to, Clinical Quality Processes, Operational Efficiencies, Strategy and Alignment, Diversity and Inclusion, Provider Engagement, Reducing Litigation Risk, Recruitment, Talent Retention, Onboarding, New Leadership Development Change Management, Employee Wellness, Innovation, Operational Processes, Net Promoter Score, and Business Outcomes. Answer questions and provide insight on topics that matter across the enterprise. Vote on each other s answers and use the input to create a real time ranked list of the qualitative insights. THE PLATFORM MUST HAVE: Multilanguage capabilities - The ability to hide specific data elements based on administrative roles and privileges. The ability to create and to hide demographic filters. The ability to monitor action planning through manager reporting and check in Dialogue pulses (check in pulses available for Option Years 1-3 only when unlimited license purchased) Real time infographic results and data displays that provide rank ordered lists of the most impactful solutions and qualitative theme grouping. Filterable leaderboards showing crowdsourced answers in order of priority. Customizable levels of transparency Individual leader reporting based on site location and organizational structure. The ability to configure the platform with VA logos. Data results prioritized in real-time and prioritized based on votes. Multiple years of displayable data Exportable data for administrators that can include demographic comparisons. 508 compliance PLANNING & IMPLEMENTATION: Contractor shall provide: A tailored employee engagement strategy including best practices. Communication templates, insights review toolkits. Virtual onboarding training session for Administrators Training sessions for system upgrades Employee Workgroups/Demographic filter capability Technical support provided SECURITY REQUIREMENTS: The platform data must be secured and have logical data separation to ensure it is not mixed with other organizations. Data will only be available to employees of VISN 15 on a privilege basis. Backup systems to store data and the data will be purged upon notification by VISN 15 administrator.
