?.## STATEMENT OF REQUIREMENT DEPARTMENT OF VETERANS AFFAIRS STATEMENT OF WORK PARKING SERVICES for VA HEARTLAND NETWORK Background: The VA Heartland Network has a requirement to establish permits for... ?.## STATEMENT OF REQUIREMENT DEPARTMENT OF VETERANS AFFAIRS STATEMENT OF WORK PARKING SERVICES for VA HEARTLAND NETWORK Background: The VA Heartland Network has a requirement to establish permits for forty (40) non-reserved parking spaces and the capability to validate parking for up to eighty (80) local visitors and guests in a single day for the VA Heartland Network located at 1010 Walnut Street, Suite 210, Kansas City, Missouri, 64106. Scope of Work: The Contractor shall provide all resources necessary to provide the services described in this statement of work (SOW), except as may otherwise be specified. Non-reserved parking spaces and validation capabilities within a one block radius of the VA Heartland Network located at 1010 Walnut Street, Suite 210, Kansas City, Missouri, 64106. Parking spaces. The contractor shall provide unreserved parking spaces which meet the following requirements: The spaces may be located in an open paved parking lot, covered paved parking or a parking garage. Any of or a combination of the three is acceptable. Multiple facilities sufficient to accommodate the quantity of spaces specified may be provided. Example: Ten (10) spaces in one facility, fifty (50) in a second facility and twenty (20) in a third facility. However, all facilities must meet all of these specifications and price will be a single fixed price per space for use of any the facilities offered. The parking facility/s must be located within a one (1) block radius of 1010 Walnut Street, Suite 210, Kansas City, Missouri, 64106. The spaces must have unrestricted 24/7 access, with unlimited in and out privileges. Specific spaces within the facility can be non-reserved, i.e. first-come first-served, but the Contractor must guarantee that sufficient spaces are available to accommodate the number of vehicle parking permits specified in the contract. No valet parking services will be required. No tandem or stacked parking will be allowed. Parking spaces shall be of sufficient size to accommodate Sedans & SUV sized vehicles. Lot shall have security patrols and crime deterrent mechanisms in place. Parking permits. The contractor shall provide parking permits which meet the following requirements: The permits shall allow access to the parking facility/s offered seven (7) days a week, three-hundred and sixty-five (365) days a year, twenty-four (24) hours a day. Each permit shall be coded to provide an individual identification. Example: VA#1, VA#2, or 80001, 80002, etc. Each permit must be able to be de-activated by the Contractor in case it is lost or stolen. The Contractor will replace permits that have been de-activated with a replacement permit within two (2) business days after notification of loss. Maintenance: The Contractor shall maintain the leased/rented space clean and free from trash and debris. The Contractor shall maintain the parking lot surface in good condition and repair. During and after snowstorms, The Contractor shall promptly remove the accumulated snow on the lot, including all entrances, sidewalks, and driveways and will maintain the lot in a condition that will allow vehicles and pedestrians to enter, park and leave the premises easily and safely. Lighting: All points in the parking lots must be lighted. Delineated Area: The parking spaces shall be located within a one (1) block radius of 1010 Walnut Street, Suite 210, Kansas City, Missouri, 64106 (or connected via indoor catwalk of the building) with boundaries of 9th St to the North, Grand to the East, Baltimore to the West, and 13th St on the South. Performance Period: The Contractor shall begin the work required under this SOW commencing with the effective date of award, unless otherwise directed by the Contracting Officer, and shall provide the required services until the date of contract expiration. The Government anticipates awarding a Base plus Four (4) Option Years Firm-Fixed Priced Contract. Estimated Period of Performance: Base Year: March 2023 to March 2024 Option Year I: March 2024 to March 2025 Option Year II: March 2025 to March 2026 Option Year III: March 2026 to March 2027 Option Year IV: March 2027 to March 2028 Payment: Prices: Offers shall be firm-fixed-price per space, per year. Invoices will be paid monthly in arrears. Validations will be invoiced monthly in arrears as completed by VA Staff, but validated parking space rates shall not exceed that of non-reserved parking spaces. Invoices: Invoices will be processed in accordance with the guidance provided above. The Contractor must be registered in the System Award Management (SAM) in order to be vendorized for payment purposes and invoices submission. Parking validation for local visitors and guests will be invoiced monthly in arrears as validated by VA Staff, but validated parking space rates should not exceed the monthly rate per space of non-reserved parking spaces. Reporting: Contractor must provide a two (2) week notice to the Contracting Officer s Representative (COR) when the lot will become unavailable for parking due to maintenance, repairs or other closure controlled by the Contractor. Unforeseen closures for other reasons shall be given as much notice as possible. Each day of closure will require a daily credit against the current month invoice which will be calculated by a daily rate for the month in which the lot is closed. Maximum closure period shall not exceed five (5) consecutive business days. Quality Assurance Surveillance Plan: Performance management. The COR will monitor and review contractor s performance to ensure terms and conditions are met. Methodologies to monitor performance shall include but may not be limited to inspection and customer feedback. Site visits. Inspection via periodic site visits by the COR will verify that the parking facilities meet the terms and conditions of the Contract. IT Security Requirements: No Contractor access to confidential information is anticipated as part of this contract. Specific training and certification requirements for Contractor personnel for the viewing, handling or storage of confidential information are not applicable to for this requirement. Other Important Information: Parking will be controlled by permit, parking pass, or any means that the contractor shall set up to ensure VA employees have access to the parking lot and are clearly identified to preclude the vehicle from being towed when legally parked. If a single vendor does not have the total number of spaces available, bids may be accepted from multiple vendors until the quantity required is reached. A single vendor is preferred in bid selection. Among the criteria used for bid selection will be: Price; Distance from 1010 Walnut Street, Suite 210, Kansas City, Missouri, 64106; Preference for availability of parking spaces from a single lot or vendor.
