Synopsis: CONTRACT INFORMATION This A-E Services requirement is being procured in accordance with the Brooks Act (Public Law (PL0582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected based on demonstrated competence and qualifications for the required work. This procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms LOCATED WITHIN A 450 MILE RADIUS of the Kansas City VA Medical Center, Kansas City, Missouri. This requirement is being procured in accordance with the VAAR 836.606-73 as implemented in FAR Subpart 36.6. This is not a Request for Proposal and an award will not be made with this announcement. This announcement is a request for SF 330 s from qualified contractors that meet the professional requirements. The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. The completed SF 330 will be evaluated by the Kansas City VA Medical Center valuation Board in accordance with FAR 36.602-5(a) and the selection report shall serve as the final selection list, which will be provided directly to the Contracting Officer. The Government will not pay nor reimburse any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Award of any resultant contract is contingent upon the availability of funds. In order to accomplish this mission Kansas City Facility Engineering Service (FES) intends to partner with an Architect/Engineer A/E or Engineer Firm for a design completion for Project 589-22-885, TF - Expand Sterile Processing Service Space (SPS) to Meet Requirements. SCOPE OF WORK General Statement: The U.S. Department of Veterans Affairs (VA) requires Architectural and Engineering (A/E) services to produce stand-alone Construction Documents, Reports, and Specifications for: Project 589-22-885, TF - Expand Sterile Processing Service Space (SPS) to Meet Requirements. The combined spaces are approximately 18,000 sf and located on the 3rd floor of Building 26 of the KCVAMC. This will include reconfiguring and renovating the designated spaces to meet current safety and design standards. Design shall include, but is not limited to: Meeting requirements outlined in the current SPS Design Guide PG-18-12, 285: Sterile Processing Service Restructuring approximately 3,000 sf of adjacent ICU space to accommodate approximately 15,000 sf for SPS upgrades while still supporting ICU functionality Providing storage space for sterile consumables within SPS and space for a water treatment room Configuring separate clean/dirty cart storage within in the surgery department Installing sperate clean/dirty dumb waiters Replacing existing HVAC systems to meet the standards called out in the VA s HVAC Design Manual, Rev. November 1, 2021 and to address all known FCA deficiencies within the scope for this project Upgrading utilities (electrical, lighting, water, steam, waste, etc.) to meet increased demands and ability to continue supporting SPS during power outages or other unplanned emergencies Designing a hard ceiling with appropriate access panels for utility maintenance. B. Design Services: A/E services are required for preparation of Existing Condition Narrative/Studies, Phasing Design, Schematic Designs including options, Design Development, Construction Drawings (to include infection prevention and construction barriers through drawings and specifications), Specifications, Calculations, Commissioning, and As-Built Documents. Included in the scope of the A/E design services is to determine optimal phasing for the work and providing phasing documents. Professional disciplines will include but are not limited to Architectural, Interior Design, Structural, Sanitary, Plumbing, Heating, Ventilation, and Air Conditioning (HVAC), Electrical, Fire Detection and Protection, Steam, Telecommunications, Medical Gas, Automatic Door, Announcement System, Security, Third Party Commissioning, Environmental Safety and Health, Asbestos and Hazardous Materials Abatement, and Cost Estimating for this project. No VA provided information shall be considered accurate until confirmed by the A/E of record. In accordance with FAR 36.204, the estimated magnitude of the design project is between $1,000,000.00, and $5,0000,000.00. Period of performance shall not exceed 120 calendar days. EVALUATION FACTORS: Selection Criteria are in accordance with Federal Acquisition Regulation (FAR) Part 36.602-5 and VA Acquisition Regulation (VAAR) Part 836.602-1. Prospective firms are required to address all selection criteria within submitted SF330 packages using additional pages as necessary. SF 330 submissions including any additional pages are not to exceed sixty (60) pages. Each page cannot exceed 81/2 x 11 in size. Qualifications (SF330) submitted by each firm for Project 589-22-885, TF - Expand Sterile Processing Service Space to Meet Requirements will be reviewed and evaluated based on the following evaluation criteria listed below in descending order of importance: (1) PROFESSIONAL QUALIFICATIONS: The qualifications of the individuals which will be used for these services will be examined for experience and education and their record of working together as a team. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Architect, Civil, Structural Engineers, Mechanical, Electrical, Plumbing, Fire Protection Engineers and Cost Estimator, LEED Consultant, Industrial Hygienists, CAD operators). In addition, provide resumes of other relevant team members or frequent subcontractors who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline in the state of Missouri or in a state which Missouri has recognized their license. Each resume shall include a minimum of five (5) and a maximum of seven (7) specific completed projects in the past five (5) years that best illustrate the individual team members experience relevant to this contract scope. Resume shall state the role the specific individual played in the project. (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Provide detailed project information on any projects (that are complete - design and construction) the proposed team has worked together on in the last five (5) years. Special emphasis will be given to any medical facility related projects. Provide the project title, scope of work, date of design starts for this team, percentage of design when accepted by team and completion of design. Specialized experience and technical competence in health care facilities (to include joint ventures), including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. This factor evaluates the amount of experience the AE firm has in designing similar types of work/facilities and evaluating their technical competence. The factor includes an emphasis, where appropriate, on the firm's experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. Provide a detailed narrative of a minimum of five (5) up to seven (7) maximum relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Specific design areas to be evaluated within this factor are: Hospital Experience Experience with designing to VA Sterile Processing Service standards and requirements Environmental Assessment & Abatement; including, but not limited to, Asbestos and Lead Familiarity with and experience incorporating the requirements of current or recent VA guidance documents related to Sustainable Buildings including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials (3) CAPACITY TO ACCOMPLISH WORK: The general workload and staffing capacity of the design office which will be responsible for most of the design and the ability to accomplish the work in the required time. In accordance with VAAR 852.219-10(c)(1), prime contractors shall clearly demonstrate how they will meet the requirement that at least 50 percent of the design work be accomplished by employees of the concern or employees of eligible service-disabled veteran owned small business subcontractor/consultant. This factor evaluates ability of the AE firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. List current projects with a design fee of greater than $500,000.00 being designed in the firm s office in the past five (5) years Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period Describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates. Describe how the team is going to meet the strict design deadlines for the proposed project of 120 days. (4) PAST PERFORMANCE: NCO 15 will evaluate past performance on recent and relevant contracts with Government agencies (emphasis on VA work) and private industry in terms of construction cost estimating, cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). Project past performances that are older than 3 years will receive a lesser score than those references for projects accomplished within the past 3 years. Past Performance Questionnaire (Attachment 1 to this Notice): Respondents shall submit the Past Performance Questionnaire to each Contracting Officer (or customer contact equivalent) and Project Manager (or customer contact equivalent) identified in its SF 330 Section F, "Example Projects Which Best Illustrate Proposed Team's Qualifications for this Contract". The questionnaire shall be completed ONLY by the contract customer. The contract customer shall complete the Past Performance Questionnaire and shall submit it directly to NCO 15 by the SF 330 submittal package due date identified in the notice. The Past Performance Questionnaire will not be accepted from Respondents. The Questionnaire must come directly from the Respondent's contract customer. The Respondent bears the burden of providing relevant and timely references with accurate and current telephone numbers, addresses and e-mail addresses. The Respondent is responsible for ensuring that the questionnaires issued by them are completed by the contract customer and submitted directly by the contract customer to NCO 15 at the address listed in this notice, no later than the SF 330 submittal package due date designated in this notice. E-mailed Past Performance Questionnaire will be accepted from the contract customer. If the contract customer chooses to email the past performance questionnaire, they SHOULD NOT send the hardcopy via mail. Respondents are notified that NCO 15 may use any additional sources of information (such as, but not limited to the Contractor Performance Assessment Reporting System (CPARS) regarding the Respondent's relevant experience and past performance and consider the information thus obtained as part of this evaluation. (5) LOCATION OF DESIGN FIRM: The geographic proximity of each firm to the location of the VA Medical Center will be evaluated. The mileage restriction is in compliance with VAAR 805.207(b). This criterion will apply to the office from which the majority of the design services will be performed. Firms within 450 miles of the medical center will receive a maximum score. Firms more distant than 450 miles will receive a zero score for this criterion. (6) CLAIMS AND TERMINATIONS: Provide documentation of significant claims against the firm or terminated contracts because of improper or incomplete architectural and engineering services. They will be examined. Provide a detailed narrative of relevant projects within the last 5 years that have claims against the organization or have been terminated by the owner. Include the circumstances, cost, and schedule impacts to involved parties, and outcomes of the claims and/or terminations. Identify lessons learned and steps taken to mitigate processes and procedures for future projects. (7) REPUTATION IN A-E COMMUNITY: Provide documentation regarding reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.
