Point of Contact for this Sources Sought is: Shelley.Welton@va.gov (913) 946 - 1163 Department of Veterans Affairs Network Contracting Office -15 3450 S. 4th Street Trafficway Leavenworth, KS. 66048. PERFORMANCE WORK STATEMENT (PWS) Leavenworth VAMC Automatic Transfer Switch Maintenance Base + 4 Option Years Part 1 General Information 1. GENERAL: This is a non-personal services contract to provide Preventive Maintenance of the ATS System at the Leavenworth VAMC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Preventive and Corrective Maintenance of the Leavenworth VAMC ATS systems as defined in this Performance Work Statement (PWS), section 5 except for those items specified as government furnished property and services. Corrective Maintenance will be billed on a time and material basis not to exceed $7,500.00 in the base year and increasing annually thereafter. The Contractor shall perform to the standards in this contract. 1.2 Background: The units are listed in the table below 1.3 Objectives: This contractor shall provide annual testing, inspection, and preventive and corrective maintenance on (17) seventeen Automatic Transfer Switches at the Leavenworth campus of EKHCS. 1.4 Scope Inspection: Inspect the visually accessible portions of the ATS for evidence of heat, water, and mechanical damage. Such evidence guides the technician s further investigation and assessment of the internal portions of the ATS and its gear. After de-energizing upstream switchgear or placing the ATS in bypass mode, inspect the interior to verify that transfer switch mechanisms are intact together with their control circuit wiring, relays, and contacts. Inspect insulating parts, mechanism covers, and arc chutes for evidence of heat, discoloration and/or mechanical damage, and replace any that are excessively worn or damaged. Check the alignment, deflection, gap, and wiping action of the main and arcing contacts. Inspect main and arcing contacts for wear, pitting, erosion, and discoloration, which indicate arcing or heat- related deterioration. Inspect the transfer mechanisms, coils, and contacts for evidence of damage or malfunction. Check the tightness of all de-energized cable, wire, and bus connections, and re-secure any loose connections that are found. Record and verify all settings for voltage and frequency sensing, pickup, and dropout parameters for both normal and emergency power, as well as settings for all timing functions. If the settings are inadvertently changed, then the recorded information will facilitate the recovery of normal operation. Testing: Service personnel should undertake the following tasks during each periodic maintenance event. Measure the pre-inspection voltage and current at the Phase A, B, and C connections to verify that these values are within corresponding operating specifications. Measure and record the millivolt drop across each energized stationary and main contact while the switch is placed in each source position. Measure the contact resistance across the main and arcing contacts. Service: Following thorough inspection and cleaning, the ATS should be serviced according to the technician s observations and measurements. In the course of the work, service personnel should perform the following tasks to assure optimal function. Replace eroded arcing contacts, if necessary. Adjust main and arcing contacts for simultaneous breaking in accordance with the manufacturer s procedure. Remove old lubricant residues, then lubricate the transfer switch mechanisms and their associated devices and linkages as specified by the manufacturer. Operate the ATS manually to verify proper function. Check for the proper settings for voltage and frequency sensing, pickup, and dropout features for both normal and emergency power, as well as settings for all timing functions. Clean the top, bottom, and doors of the ATS enclosure. If authorized and coordinated by the facility manager, test the re-energized ATS by switching from the normal source to the emergency source and back to verify proper function under load. Corrective Maintenance: Contractor will provide corrective maintenance to the Leavenworth VAMC Automatic Transfer Switches on an as needed basis. Corrective Maintenance will be billed as time and material and must be approved by the COR prior to starting any work. Reporting each preventive maintenance visit: The technician will issue the customer a verbal report summarizing the condition of the ATS s and identifying any critical issues before leaving the site A detailed report containing all readings and observations will be sent within 15 business days. Work Excluded: The following work is specifically excluded from this contract. Repair or replacement made necessary due to negligence or misuse of the equipment other than the contractor, his representatives or his employees. The COR or designee must approve in advance any extra charge work attributed to vandalism or misuse. No invoice will be paid without prior approval. Any repairs due to misuse or negligence shall be billed separately according to the negotiated price with the contractor at the time of the incident. Travel Costs: All travel costs associated with the performance of this contract are the responsibility of the contractor and are provided at no additional cost to the Government as part of this contract. Travel costs are defined as but are not limited to time and vehicle costs for personnel in travel to and from job sites for all duties outlined in this specification, normal shipping charges on any parts or materials covered by this contract, costs associated with the normal shipping of parts or equipment of for repair that are covered under this contract. Responsibilities of the Contractor These specifications are the minimum level of work and services that are to be provided in certain areas under this contract. They are not intended to be nor shall they be construed as, limiting specifications or requirements. At a minimum, the contractor will be required to take all steps and measurers which would be taken by a prudent building owner to maximize the life expectancy of the Automatic Transfer Switches and ensure safe and reliable operation. The contractor shall not change or alter the existing Automatic Transfer Switches or any electrical circuits, wiring, or controls without written authorization from the COR. If changes are authorized, the contractor shall make revisions to any applicable drawings. All parts or components installed, or improvements made, by the contractor during the term of this contract shall become and remain the property of the Government. The contractor shall furnish the labor, supplies, materials, equipment (including vehicles) and employee training necessary for the performance of the work specified in the contract, unless otherwise specified herein. 1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12 month option years. 1.6 General Information Federal Observed Holidays: Contractor Will not be required to provide service on Federal Holidays. New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6.2 Hours of Operation: The Contractor is responsible for conducting normal business, between the hours of 7:00AM and 3:30PM Monday through Friday excluding Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.6.2.1 Emergency Points of Contact: VA Leavenworth Dispatch office 913-682-2000 1.6.3 Place of Performance: The work to be performed under this contract will be performed at Leavenworth VAMC. 1.6.4 Quality Assurance:The government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.5 Special Qualifications: Contractor shall provide an electrician with a minimum of two (2) years experience maintaining Automatic Transfer Switch systems. 1.6.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The CO and Contracting Officer s Representative (COR) shall meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. 1.6.7 Key Personnel: The following personnel are considered key personnel by the Government: Maintenance Supervisor and Assistant Chief Engineer. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract Monday through Friday except Federal holidays or when the Government facility is closed for administrative reasons. Qualifications for all key personnel are listed below: 1.6.8 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractor will be required to check in with Engineering for a contractor badge before completing any work. 1.6.9 Contractor Personnel Conduct: Contractor personnel s conduct shall not reflect discredit upon the Government. The Contractor shall ensure that personnel present a professional appearance. The Contractor s employees shall observe and comply with all local policies and procedures concerning fire, safety, environmental protection, sanitation, security, and possession of firearms or other lethal or illegal weapons or substance. The Contractor is responsible for ensuring that any contractor employees providing services under this contract conduct themselves and perform services in a professional, safe, and responsible manner. The Contractor shall remove from the job site any employee for reasons of misconduct or security. The Contractor employees must avoid improperly influenced in the execution of their duties under the contract. Particular attention should be paid to acceptance of gifts/ gratuities, and on non-disclosure of sensitive or classified information. The Contractor shall ensure employee conduct complies with 41 U.S. C 423 relative to release of acquisition related information or actions or discussions which may prejudice future competitions. The Contractor shall ensure no contractor employees conduct political related activities or events on U.S Government facilities. 1.6.10 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the CO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. 1.6.11 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.), or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such OCI. The Contractor s mitigation plan will be determined to be acceptable solely at the discretion of the CO, and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI. 1.6.12 Phase In/Phase Out : To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have key personnel on board, during the 30 day phase in/ phase out periods. The Contractor shall, upon the Contracting Officer's written notice, (1) furnish phase-in and phase-out services for up to 10 months after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of phase-in and phase-out services required. The plan shall specify a training program and a date for transferring responsibilities for each division of work described in the plan, and shall be subject to the Contracting Officer's approval. The Contractor shall provide sufficient experienced personnel during the phase-in and phase-out period to ensure that the services called for by this contract are maintained at the required level of proficiency. 1.6.13 Contractor Employees Who Require Specialized Training outlined in VA form 6500.6 All contractor employees that require specialized training; i.e. Privacy, HIPPA must be registered in FAITAS (Federal Acquisition Institute Training Application System at commencement of services, and must successfully complete the required classes and provide the COR and CO a copy of the certificates of completion. The contractor shall contact the NCO 15 training officer to become registered in FAITAS. (The CO will provide that information upon award notification if required). 1.6.2 Incident Reporting 1.6.20.1 The Contractor shall have competent personnel trained and capable of dealing with minor personnel injuries. The Contractor or their employees shall immediately notify their supervisor of any accident requiring emergency medical treatment. The Contractor will, in turn, notify the CO or COR within 30 minutes of the incident. 1.6.20.2 Emergency medical treatment and services for Contractor personnel is the responsibility of the Contractor.
