The Veterans Health Care System of Marion VAMC, Illinois has a requirement for 2 FTE Hospitalist Physician personnel on an as-needed basis. The physicians will work varying shifts and may be on-call 7 days a month, including weekends and Federal Holidays. On-call may be required. The contract personnel will have access to and the use of all required patient care equipment, supplies, and computer access for performing services required by this contract to veterans who require anesthesia services at the Marion, IL VAMC, 2401 West Main, Marion, IL 62959. The duration of the requirement is anticipated to be a five-year term 08/31/2022 07/31/2027 (using Ordering Periods). The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 561320. The Small Business Size Standard for this acquisition is $30.0M. Contracting Office Address: Department of Veterans Affairs, Network Contracting Office (NCO) 15, 3450 S. 4th St., Leavenworth, KS 66048. The contractor(s) shall provide two (2) Board Certified/Board Eligible licensed Hospitalist Physician(s) (MD or DO), Board Certified or Eligible in Internal Medicine with appropriate training and experience to provide services to the Veteran patients at the VA Medical Center, Marion, IL in accordance with the terms and conditions outlined herein. The contractor IS NOT guaranteed a forty (40) hour work week or an eight (8) hour day. All services shall be provided in accordance with the specifications, terms and conditions contained herein. The contract providers shall have current, unrestricted licensure in a state, territory or commonwealth of the United States, the District of Columbia or Puerto Rico and DEA licensure from any state. Copies of the appropriate license and certifications shall be presented by the contractor to the contracting officer to be evaluated by the VAMC when a request for services is made. Evidence of completion of required training and certification, current competencies and commencement of background investigations must be validated for all contractor employees referred to perform services under this contract prior to providing direct patient care. The Contractor must actually be performing the required services for the period specified in the contract for services to be reimbursed. Services performed at other than the VA site assigned will not be reimbursed. Hours of service must be documented on time and attendance records and attached to the invoice for review and certification by the Contracting Officers Representative (COR) in order for the Contractor to be compensated. The Contractor employee shall not receive compensation from the VA of any hours such as sick leave, holiday leave or annual leave. The Contractor employee may be required to perform work on federal holidays. The contractor is required to report to the Contracting Officer (CO) and COR within twenty-four (24) hours of contractor s discovery of any disciplinary action taken by any federal, state or local agencies related to contractor or any of its assigned employees under this agreement. English language requirement. The contract providers shall read, understand, speak, and write English fluently under the authority of U.S.C. 7402(d) and 7407(d). Primary duties include providing a full range of staff physician services for in-patient beneficiaries including: initiating order for lab work and x-rays, prescribing medications, consulting with primary care providers, specialists and sub-specialists from the VAMC staff. The contract hospitalist will perform the following tasks: endotracheal tube placement, initial ventilator management, EKG interpretation, and serve as code team captain. Optionally the hospitalist may perform lumbar puncture, arterial line placement, central venous line placement, diagnostic and therapeutic paracentesis, diagnostic and therapeutic thoracentesis. The contract hospitalist will conduct rounds on approximately 10-15 patients per shift daily or 8-12 patients per nightly shift. The contract hospitalist will conduct round in 8-bed ICU, wards, acute care and some oversight for long term care after hours. The contract hospitalist will cooperate with and participate in medical duties for functions related to quality of care review and improvement, including orientation to Marion VAMC safety and infection control procedures. The services to be performed by the contract hospitalist shall be under the general direction of the Chief of Medicine Service. The Chief of Medicine Service and/or designee is responsible for monitoring contract compliance and for verifying that services called for under the contract attested to by the contract hospitalist have been received. Physician (s) shall enter consult, provider notes, History and Physical, Discharge Summary and procedure notes in electronic Computerized Patient Record System (CPRS). Physician shall review notes and entries in CPRS and electronically sign them in a timely manner. Some dictation is allowed. The Chief of Medicine and/or designee shall monitor performance through direct observation as well as observation of work results on an on-going daily basis. Physician (s) shall enter orders and prescriptions electronically using CPRS. Physician (s) shall complete electronic clinical reminders as appropriate using CPRS. The contract hospitalist may be exposed to surroundings which involve moderate risk or discomfort which require some special precautions, i.e., infectious diseases, verbal and physical abuse from emotionally disturbed patients. The contractor hospitalist may have personal contact with patients, family, visitors and other employees, including contract employees of various VA services. Contact with patients is for the purpose of medical care and information sharing as it relates to the medical care and special requirements. Contact with physicians and other ancillary services personnel are required for information sharing and consultation. Contact with visitors and family members is required for information sharing as it relates to a particular patient. Ages of patients served may vary greatly and include young (20s and 30s years of age); middle-aged (40s and 50s years of age); and older patients (60 and upwards). If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. The VAMC shall notify the Contractor of any significant communicable disease exposures as appropriate. Contractor shall adhere to current CDC/HICPAC Guideline for Infection Control in health care personnel (as published in American Journal for Infection Control- AJIC 1998; 26:289-354 http://www.cdc.gov/hicpac/pdf/InfectControl98.pdf) for disease control. Contractor shall provide follow up documentation of clearance to return to the workplace prior to their return. The Contractor shall be responsible for protecting the personnel furnishing services under this contract. To carry out this responsibility, the Contractor shall provide or cause the provision of the following for these personnel: Workers compensation Professional liability insurance Health examinations Income tax withholding, and Social security payments Professional Liability Insurance Health Examinations
