Project: FCA Replace Electrical Systems in Building 1 Project Number: 657-17-182JB The St. Louis Health Care System has a requirement to replace the electrical system within Building 1 at Jefferson Barracks VAMC. This project will replace the electrical system within Building 1as it is beyond its useful life. The contractor will provide all labor, materials, tools, equipment, supervision and completely prepare site to perform work for project 657-17-182JB FCA Replace Electrical Systems in Building 1 at Jefferson Barracks VAMC as required by drawings and specifications as follows. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $2,000,000.00 to 5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard $16.5 million. The duration of the project is estimated to be 280 calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Award will be made utilizing the Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful prime contractor must perform no less than 25 percent of the General Construction labor for NAICS Code 2362. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions but reserves the right to hold discussions if necessary. In accordance with FAR 52.204-7, registration in SAM (System of Award Management) is required and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, prospective contractors must be registered in SAM (System of Award Management) and in the VetBiz databases under the applicable NAICS. The solicitation, including specifications and drawings, will be posted to beta.Sam.gov(https://beta.Sam.gov) on or about November 16, 2020. Only one site visit (pre-solicitation) will be scheduled and attendance is encouraged for any responsible sources to submit an offer which shall be considered by Department of Veterans Affairs.
