This is a Request for Information (RFI)/Sources Sought (SS) announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. The purpose of this announcement is to gain knowledge of potential qualified businesses interested and capable of providing the medical air compressor (equipment and installation) at the Marion, IL Health Care System (location listed below). The vendor will also be required to remove the existing compressor. This RFI/SS is part of the market research being conducted. The Government will determine whether or not the requirement warrants a set aside for small business. For the purpose of this RFI/SS announcement, the North American Industry Classification System (NAICS) code is 333912 with a size standard of 1,000 employees. Statement of Work Medical Air Compressor Purchase and Replacement Purpose: Acquisition and Replacement of Medical Air Compressor in Building 42 room A109. Minimum Requirements of Medical Air Compressor: The Medical air compressor system must be NFPA 99 (latest) compliant and a completely oil less system. The unit will consist of two Electric motors and belt driven scroll pumps with after coolers. A UL listed electrical control system with a human to machine interface (HMI). An ASME Air receiver with corrosion resistant coating inside and painted on the outside. A dryer/Filter/Regulator system. An alarm system with dry contacts to connect to current alarms. An added coupling so a spare compressor can be hooked up temporarily. Motors: The motors shall be no less than 10 horsepower (hp) and NEMA rated. The belt driven pumps and motors shall deliver no less than 30 CFM s at 50 psig. Three phase electricity not less than 480 volts alternating current (AC), and is 60 Hertz (HZ) cycle. Pumps: The pumps shall be single stage, air cooled, oil less rotary scroll, capable of maintaining 120 psig in the receiver during normal run. The compressor must contain tip seals made of PTFE material and be rated for no less than 8000 hours operation. Compressors must have accessible bearings for service. Bearing maintenance shall not be required until no less than 8000 run hours. A thermal malfunction protection device for each unit. Must have an isolation, check and safety valve for each base mount unit. Receiver Tank: The receiving tank shall be no less than 120 gallons capacity with a resistive coating to prevent corrosion. Must have bypass valves and plumbing, and sight gauge. Must have an automatic/manual timed drain valve. A pressure gauge mounted for easy visibility on the receiver tank. It must also have a pressure relief valve. Control Panel: The control panel must be comprised of UL listed devices that will control the lead/lag running of the compressors. It will have a Human to machine interface (HMI) in the door panel. Inside the panel it shall consist of a full voltage motor starter for each motor with overload protection. Also included inside is the step-down transformers for the 120 volt control circuits and 24 volt circuits if necessary. As a minimum the controller shall have alarms that indicate High pressure, Low pressure, Lag fault, start fault, alarm history, service indicators, CO level, dew point level indicator, and a running hour meter and must be connected to the current alarm system that alarms in both the boiler room and NOD s office. Dryers and Monitoring devices: The unit shall have dual desiccant air dryers with purge saving controls. The dual filtration system shall consist of one micron coalescing filters with indicators. Must have alarms for CO and Dew point values being out of range. Must have dual pre and after filters for air purification. 2. Scope of Work: Removal of existing medical air compressor and dryer system, and installation of new medical air compressor and dryer system including any type of concrete pads if needed for mounting the system to the floor. Informing all personnel affected by this project must be done prior to starting the project. Removal of Existing Compressor and Dryer: Lock out Tag of this system must be done prior to anything being disconnected. All power must be removed from both the air compressor and dryer system prior to their removal. All the stored air must be discharged prior to any work being done on the removal of both the air compressor and dryer system. Any kinetic energy must be discharged or made immobile prior to any removal of this equipment. Once all stored energy is removed disconnecting the inlet and outlet air pipes can be done. Re-use of these pipes is essential. Save all that can be saved so it can be re-used when installing the new compressor and dryer system. Once all the air lines have been disconnected the motors, pumps can be removed and discarded. The tank can be removed from the base and discarded. Once the compressor unit has been removed the dryer system can be removed. Disconnect any pipes from the dryer and do not destroy any of the connections so that we can re-use them for the new units if needed. If not needed the dryer system can be discarded. We have a location for all metal items located here on campus. All discarded metal, motors, pipes can be placed this scrap metal area behind the Quonset buildings. Installation of New Compressor and Dryer system: New compressor/dryer system can be delivered from the loading dock and moved up to building 42 room A109 for installation. Put the new unit in the area of its permanent place of residence and align with the existing air lines to be reconnected. Connect the airlines to the new system with permanent pipe in accordance with the NFPA 99 code and certification for medical air compressors. Connect the electrical connections to the new unit as needed for proper power supply according to OSHA regulations. The new unit can be mounted to the vibration resistant base if needed on the floor. This system will be installed with all medical air certification requirements. 3. Location of Work: The new compressor will be installed in Building 42 room A109 at the Marion VMAC, 2401 West Main St. Marion Illinois. 4. Period of Performance: This replacement, removal and installation of the new medical air compressor will be completed as soon as possible. A date and time can be agreed upon so as not to interfere with medical procedures that day. Removal and installation needs to happen quickly so we can get the new system up and ready for use quickly. 5. Deliverables Schedule: Vendor will deliver the new system via hired freight prior to the time of the scheduled replacement. 6. Applicable Standards: This system and installation will meet all NFPA 99 and medical air certifications. 7. Acceptance Criteria: The medical air compressor system will be placed into service, monitored, and certified for proper operation and system training to VMAC maintenance personnel is completed. 8. Special Requirements: All vendor work crews will be screened for possible covid 19 infection. They will be required to wear face masks at all time inside the Hospital. No smoking on VMAC property. 9. Type of Contract/Payment Schedule: The procurement and payment of this requirement is expected to be paid upon completion of services rendered. 10. Miscellaneous: Any damage caused by the contractor or their employees such as, damage to walls, floors, ceilings, or any other government property will be the contractors responsibility to be repaired with approval from the VA Engineering Department.
