Performance Work Statement Fire Sprinkler System The Contractor shall provide all labor, personnel, equipment, tools, materials, and services necessary to conduct an annual fire sprinkler inspection of the automatic fire sprinkler systems, and a onetime Five Year standpipe flow test for year 2021, as defined in this Performance work statement for the Robert J. Dole VA Medical Center in Wichita, Kansas. WORK TO BE PERFORMED: Description of Work; Provide parts and labor to conduct an Annual Fire Sprinkler Inspection for the automatic fire sprinkler systems per NFPA 25 Chapter 5.2 for the entirety of Buildings 1, 2, 3,4, 5, 5B, 10, 11, 12, 16, 19, 20, 26, 29, 34, 59, 60, 61 and 62 including penthouses, mechanical equipment rooms, attic spaces, elevator machine rooms, elevator pits, and accessible shafts; Inspection shall include static and residual main drain test, operation of all valves, testing of all tamper switches, testing of all flow switches and visual inspection of all building fire sprinkler system. Automatic Sprinkler Fire Pumps will be inspected per NFPA 25 Chapter 8.2, tested per NFPA 25 Chapter 8.3 and reported per NFPA 25 Chapter 8.4. The Inspectors shall document and report pump parameters and all discrepancies that are found in and around the hospital; Each service assigned to perform work under this contract shall have at least five years’ experience of working on comparable systems and shall be a full-time employee of the contractor. The contractor shall furnish, for the Department of Veterans Affairs (VA) review and approval, resumes of all service technicians scheduled to service the equipment and systems. Each resume shall include details of experience, training, and educational qualifications and performai1ce evaluations; Period of inspection shall not be longer than 30 days and Contractor shall provide an inspection report including deficiencies within three business days of completion date. Inspection shall be conducted within the month of March each year. Five Year Standpipe Flow test per NFPA 25 Chapter 6requirements. FIRE PUMP SYSTEM TEST AND INSPECTION: Inspections and diagnostic tests for the accessible fire sprinkler devices listed and currently connected to fire sprinkler system. Tests will be scheduled in advance. DOCUMENTATION: Accessible components and devices logged for: Test results Any discrepancies found noted Inspection documentation provided to Customer. NOTE: Certain additional services may be required by the Authority Having Jurisdiction. AHJ or internal organizational requirements may be more restrictive than state/provincial requirements. Building owners and managers should make themselves aware of applicable codes and references in order to ensure that contracted Services fulfill requirements. Annual fire pump test includes: an inspection of the pump equipment (pump, driver, controller, piping, valves, etc.); installing calibrated test gauges (suction & discharge); flowing water thru the test header (header requires the use of a flow device); water is flowed at three critical points: churn (no flow), rated (100%), and peak (150%), the following readings are taken at each point, discharge pressure, suction pressure, RPM's, volts and amps*; the net pressure is calculated (discharge - suction = net); *Volts and amp readings will be recorded only when displayed on the exterior of the controller. SPRINKLER BASIC - WET SPRINKLER SYSTEM TEST AND INSPECTION: Inspections and diagnostic tests for the accessible fire sprinkler devices listed and currently connected to fire sprinkler system. Tests will be scheduled in advance. DOCUMENTATION: Accessible components and devices logged for: Test results Any discrepancies found noted Inspection documentation provided to Customer. Annual Wet pipe sprinkler test & inspect includes inspecting gauges, systems valves, components and signs; operating control valves; testing tamper and flow switches, and local alarms and signals; opening main drain to record static and residual pressures; inspecting the fire department connection; and doing a building walkthrough to visually inspect sprinklers, piping, fittings and hangers from the floor level. SPRINKLER BASIC - PREACTION SYSTEM TEST AND INSPECTION: Inspections and diagnostic tests for the accessible fire sprinkler devices listed and currently connected to fire sprinkler system. Tests will be scheduled in advance. Annual pre-action system sprinkler test & inspection includes inspecting gauges, systems valves, components and signs; operating control valves; testing tamper and flow switches, and local alarms and signals; opening main drain to record static and residual pressures; partial trip test, draining of low point drains [locations to be provided by owner], inspecting the fire department connection; and doing a building walkthrough to visually inspect sprinklers, piping, fittings and hangers from the floor level. STANDPIPE INSPECTIONS – Fire year Flow test ( 6.3.1 ) / Hydrostatic test (6.3.2) A flow test shall be conducted every 5 years on all automatic standpipe systems to verify that the required flow and pressure are available at the hydraulically most remote hose valve outlet(s) while flowing the standpipe system demand. Hydrostatic tests of not less than 200 psi (13.8 bar) pressure for 2 hours, or at 50 psi (3.4 bar) in excess of the maximum pressure, where maximum pressure is in excess of 150 psi (10.3 bar), shall be conducted every 5 years on manual standpipe systems and semiautomatic dry standpipe systems, including piping in the fire department connection. SPECIAL WORK REQUIREMENTS: Hours: Services shall be performed according to specifications of government point of contact. The regular work hours for this facility are Monday through Friday, from 8:00 am to 5:00 pm (CST). Contractor shall be flexible regarding work schedules and be knowledgeable/sensitive with regards to special requirements within the government's facility. PROPERTY DAMAGE: The contractor shall take all necessary precautions to prevent damage to any government property and will notify the Contracting Officer immediately if damages occur. The Contracting Officer will authorize the contractor to remedy the situation in one of the following ways: be assessed current replacement costs for damaged property, replace damaged property in a timely manner, or correct the damages with like materials at no additional cost. IDENTIFICATION, PARKING, SMOKING, CELLULAR PHONE USE AND VA REGULATIONS: The contractor's employees shall obtain contractor's badges from the Engineering office in Building 20. The contractor will need to acquire a badge for each worker and ensure that the badge be worn in a visible location on the worker at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police. The VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two-way radios are not to be used within six feet of any medical equipment. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States District Court. 2 All completed services will be confirmed and approved by Engineering Service or their designated representative. On completion of service, Contractor must report to Engineering Office, BLDG. 20, where he /she must return badges and submit the individual service slips for A SERVICE CALL OR INSPECTION. Failure to provide the service slips may be cause for delay in payment of services performed.
