This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement for the reconnection for Fax Business Server and maintenance support, for OpenText Right Fax v10.5 with 24 fax channels for the John J. Pershing VA Medical Center, Poplar Bluff, MO. It is anticipated that this will be a base year with four (4) one-year options. The successful proposer must be able to: Scope of Work: The Poplar Bluff MO VAMC Facility is requesting reconnection for Fax Business Server and maintenance support, for OpenText Right Fax v10.5 with 24 fax channels. The system includes a 48 port Modular Fax Gateway, and, IIS server application to enable Web Access and configuration of 2400IPX (PBX) implementing this fax over internet protocol (FOIP) solution. This maintenance contract is to include: Open Text Standard ASP Support for RightFax Production Server (Open Text Fax Server), System to be covered: Business Server: 24 FoIP Channels (12 FoIP Upgrades and 12 FoIP Channels) PDF Module Lotues Notes Module MS Exchange Module XML Generator Gateway covered is: DMG2030DTIQ, provides technical support, firmware upgrades and advanced replacement support The Poplar Bluff, MO VAMC Facility is requesting the following: OTRF-ENT RightFax Enterprise Server Includes: 1 Document Delivery Channel (expandable to a maximum of 1024 channels Unlimited User Clients, Web Access Client, OCR Routing and Conversion, Least Cost Routing, Secure SMTP Mail gateway for connection to cloud based and on-premise email systems. OTRF-CHUP-EFE RightFax FoIP Upgrade Fax Channel License, requires existing RightFax legacy fax channel quantity of 1. OTRF-CHUP-FE RightFax IP-Enabled Additional Fax Channel License quantity 24 OTRF-XML RightFax XML Generator Module Specialized adapter for exporting received faxes as XML data packages which contain fax meta data in XML format that accompany fax images. Includes configuration wizard. Requires RightFax Enterprise Server. OTRF-PDF RightFax PDF Module Converts PDF and Postscript documents into outbound faxes. Can be used with any RightFax server. OTRF-SSUP OpenText Standard ASP Support for RightFax Production Server, 1-Year during business hours (8am-8pm EST). Provides support via phone, remote access and the OpenText Knowledge Center. Also includes full and point upgrade media on versions released during the active term of the contract. All upgrade media is upon request and downloadable from the downloads section of the RightFax Knowledge Center. SON-S148B Sonus SBC1000 Session Border Controller, dual span, supports up to 48-channels of fax with voice T1/E1 phone service, includes US power cord. SON-SUP-1YR Sonus Support for Tenor/1000/2000 Series Session Border Controllers, includes technical support and advanced unit replacement. CLEO Str Services, onsite, work to be completed based on customer approved Statement of Work (SOW). Initial project includes installation of new RightFax system on a new server with connectivity via Sonus Gateway. A detailed SOW will be prepared, reviewed and agreed upon prior to any work taking place. Installation is completed onsite during normal working hours and includes all travel expenses. Remote Installation, Technical Services and administrator Training (56 hours). Remote Project Management (24 hours and Remote User Training (16 hours). The vendor will purchase all items necessary to provide a turnkey solution to include installation and configuration of the RightFax server/client applications to become a 100% FOIP system with client Fax Application Web Access. Access to a Virtual Windows 2016 server for IIS application configuration by the contractor will be provided by the VA. The virtual servers for Fax Server implementation will also be provided by the VA. This solution is to include administrative and end user training. Background: RightFax provides secure network fax capabilities and electronic faxing to automate workflow and provides security of fax information for regulatory compliance. As a standard solution at many VA facilities, the communication server can be seamlessly integrated with Multi-Function devices as an alternative to analog faxing. This feature eliminates the need for analog phone lines and modems in the devices. Provides the ability to securely fax documents directly from and to the desktop, eliminating paper and consumables and greatly improving productivity using this mission critical solution. Performance Period: Work will be conducted during the standard work week 7:00 am to 4:30 pm, Monday through Friday, unless otherwise agreed in the best interests of the VA. Type of Contract: System Add on Base Plus Four Year Contract II.
