VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:36C255-20-AP-2297 Contracting Activity: Department of Veterans Affairs, VISN 15, John Cochran St. Louis Medical Center. The purchase request number is 657-20-3-8743-0385. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: A Medical Device Dryer for use to reprocess, by exposure to temperature and air-controlled dryer, medical devices used by VA Personal in support of COVID-19. The dryer must be able to support different medical devices as needed that require different volumes of heat and moisture. Estimated Amount: $32,480.66 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The ThermoSure Model Dyer is the only dryer on the market that offers a adaptable programmable user interface allowing for either continuous drying or specially times cycles that are gentle on devices yet provides highly effective drying. The ThermoSure model offers three versatile drying cycles; heat and air circulation, heat only or air circulation, in a 40 cubic feet internal volume capacity that will allow processing large volumes of heat and moisture sensitive medical devices. The dryer must be able support different medical devices as needed to include tubing, cuffs, surgical instruments and other calibrated medical devices. The dryer must be able to adequately handle single and multiple devices in a timely fashion as well as multi-lumen devices. The dryer must be made of stainless-steel shelves to allow easy of drying and the ability to hold up to 40lbs of medical devices. Description of market research conducted and results or statement why it was not conducted: In accordance with FAR 6.302-1, efforts to solicit offers from other sources were not undertaken as the equipment can only be provided by one source, the original equipment manufacturer.
