H399--Elevator Inspection Service FHCC VAMC in North Chicago IL Base 4 OY
The VA is conducting market research for elevator/vertical transportation system inspection and testing services at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. The scope covers annual Category 1, semiannual, and full-load Category 5 inspection/testing of 31 elevators, two cart lifts, and two dumbwaiters, with annual inspections typically in May, semiannual inspections typically in November, and Category 5 testing scheduled for November 2027. Contractors must provide all personnel, equipment, and services, comply with ASME/NFPA standards, use QEI-certified inspectors, coordinate with the COR at least 30 days before typical inspection months, and submit a report within 30 days after inspections. Work is generally performed during normal facility hours (Monday–Friday, 7:00 a.m.–3:30 p.m. local time), with after-hours work required at no extra cost when elevator service would be severely impacted. Based on market research responses, the requirement may be set aside for SDVOSB, and the contractor is prohibited from performing repairs on the covered VTS components.
