The Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) intends to issue Solicitation 36C25226R0008 for six (6) qualified stationary engineers/operators to maintain the industrial level high-pressure boiler and chiller plants as well as building facility operations for Edward Hines, Jr. VA Hospital campus in Hines, IL (see campus map attachment). The boiler plant houses four (4) Cleaver Brooks 35,000 lb/hr water tube boilers with a normal header pressure of 125psi. The main hospital chiller plant includes three (3) 1,200-ton Carrier Chillers which include an exceptionally diverse array of other facility equipment that supports the hospital. Coverage to include various rotating shifts including days, evenings, and nights as well as weekdays and weekends (to include Holidays). It is anticipated that the RFP will be issued on or around November 13, 2025. The Government intends to award a 5-year firm-fixed-price contract. SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for qualified stationary engineers/operators to maintain the high-pressure boiler and chiller plants for Edward Hines, Jr. VA Hospital in Hines, IL. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Requirements: Contractor shall provide six (6) stationary engineers with a valid City of Chicago Stationary Engineer s License to cover various rotating shifts on days, evenings, and nights as well as weekdays and weekends (to include all holidays). All campus buildings shall be monitored (see campus map attachment) and remain in operation twenty-four (24) hours per day. Each contractor shall provide proof of a minimum of five (5) years experience with high pressure boilers and industrial/commercial Heating, Ventilation, and Air Conditioning (HVAC) operation experience of similar or greater size and complexity to Hines campus. NOTE: VA shall not supervise contract workers.
