The Government will accept invoicing only for actual hours worked when a qualified replacement for an absent stationary engineer is not available. Personnel awaiting PIV badge issuance may work under escort by fully badged personnel, but must be immediately removed if a badge is denied. The Government commits to approving personnel qualifications within two weeks of submission, after which billable training and badging can begin. An allowance exists for billing a 40-hour initial training week for up to ten personnel in the base contract year and up to six personnel in each option year, with unused allowances not carrying over.
